Tuition Waived With NO Age or Time Limit for Families of the Wartime Fallen
Where an Armed Forces or National Guard member was killed in action during a wartime period, or died as a result of a service-connected disability incurred while serving during a wartime period, their family receives a tuition waiver at Kentucky state-supported institutions with NO AGE LIMIT AND NO TIME LIMIT. It covers undergraduate AND graduate degrees. The member's home of record on entry must have been Kentucky.

Bought separately those are a substantial sum. The authorisation is valid three years, so the paperwork is done once every three.

Kentucky does not tax active-duty military pay at all, and military pensions run through the general $31,110 pension exclusion, with Schedule P reaching further for service before 1998. There is no separate military pension exclusion beyond that. For a member killed in the line of duty the treatment is different again: all income from all sources, including federal and state death benefits, is excluded.

The department shall establish and maintain state veterans’ cemeteries for the interment of veterans and their eligible next of kin. Eligibility runs on the federal national cemetery test, and the version effective 1 January 2026 adds a second route for a reserve component, Army National Guard or Air National Guard member who completed the initial period of service and was discharged under conditions other than dishonorable, or who died on state active duty or serving under Title 32. Conviction of a capital offence is an absolute bar.

The department is required to enter data-sharing agreements with the United States Department of Veterans Affairs and the Department of Defense to get timely address and medical status information.

An employer must grant leave of absence for the period required to perform active duty or training in the National Guard, and must take the employee back into the former position with the seniority, status, pay and other rights they would have had. A National Guard officer, soldier or airman temporarily or permanently disabled as a direct result of an injury or disease arising in the line of duty while on state active duty may, at the Governor’s discretion, remain on paid state active duty status until released by a competent medical authority. Pay is maintained at the regular active duty rate, reduced by workers’ compensation, Social Security and other federal or state-financed disability payments — but not by payments for medical care.

The Kentucky Women Veterans Program is created by statute inside the Department of Veterans’ Affairs, attached to the commissioner’s office, and the commissioner must designate a Women Veterans Coordinator for the Commonwealth. The programme is charged with outreach, needs assessment, advocacy, collaboration, research, education and recognition, and it may accept and spend appropriations, donations and grants. A Women Veterans Coordinating Committee sits alongside it, with a Senator and a Representative appointed to it.

A person eligible for a Gold Star Mothers, Gold Star Fathers or Gold Star Spouses plate may receive up to two of them free of charge, and may buy more at the ordinary special military plate fee. Eligibility is proved with a Report of Casualty, DD Form 1300, filed with the state veterans department.

Anyone who served in the active armed forces including the Coast Guard, and any Guard or Reserve member who completed a term of service and was released under an honorable or a general under honorable conditions discharge, may ask for an operator’s licence or personal identification card bearing the word "veteran". The accessible parking registration plate is issued on a walking-impairment test with six limbs to it, or on loss of the use of an arm or both arms, or on blindness. A county clerk may certify an obviously disabled applicant without a doctor; otherwise a physician, physician assistant, chiropractor or advanced practice registered nurse may sign. A vehicle carrying the plate, with the person with the disability aboard, may park two hours beyond the local limit.

The regulation that governs when a Kentucky utility may cut off a household contains no veteran or military provision at all. What it does contain is an income-based winter regime: a certificate of need from the state health cabinet buys a thirty-day stay of termination between 1 November and 31 March, and a household already disconnected can be reconnected in those months by paying one-third of the arrears or $200, whichever is less. A medical certificate buys a separate thirty days at any time of year.
