How to claim it

  1. 1Do not wait until you have lost the housing. The mission in subsection (2) is to work toward the elimination of homelessness AND the prevention of the threat of homelessness and its causes in the veteran population — the threat is named in the statute.
  2. 2The service list is wider than shelter. Subsection (1) requires a statewide network of services treating addictions including alcohol, drug use AND GAMBLING; services that lead to permanent housing; services that lead to employment; and concerned citizens and nonprofit agencies that provide shelter.
  3. 3Check the discharge gate, which is generous: assistance runs to persons who served in the United States Armed Forces, or in forces incorporated as part of them, discharged under conditions other than dishonorable.
  4. 4Eligibility is not limited to being homeless. Subsection (4) reaches persons whose need is based upon homelessness OR other circumstances prescribed by administrative regulations the department promulgates — so ask what those regulations currently cover.
  5. 5Ask for the technical assistance component by name if you are trying to reach a grant. The programme is required to provide guidance and direction in applying for grants and benefits, peer-to-peer consulting and on-site technical support.
  6. 6A coordinating committee exists and can be leaned on. The Homeless Veterans Service Coordinating Committee is made up of public and private agencies designated by the commissioner, and its job is to make the services more easily available and better focused.
  7. 7The programme may provide facilities through grants and other funding, so ask what exists in your region rather than assuming referral is all that is on offer.

CorrectionThe programme is generally described as a homelessness service. Subsection (2) is broader on its face: prevention of the THREAT of homelessness and its causes is part of the mission, and subsection (4) extends assistance to persons whose need arises from other circumstances prescribed by regulation. A veteran turned away because they still have a tenancy has been read the wrong subsection.
Worth knowingGambling is named in the statute alongside alcohol and drug use as an addiction the network must treat. That is unusual drafting and worth quoting where a provider says gambling is out of scope.
Known gapThe current network membership, the regulations under subsection (4), and any facilities the programme operates could not be read — veterans.ky.gov is edge-blocked from here. The statute has not been amended since it was created by 2000 Ky. Acts ch. 98, sec. 1.

Why only one source type: The programme is created and defined entirely by KRS 40.340, which was read in full this session. The department’s own operating pages, which would supply the current regional network and any regulations under subsection (4), are on veterans.ky.gov — edge-blocked on every path tried.
