A member of the Kentucky National Guard in satisfactory standing has in-state tuition paid at a Kentucky public or private institution. The lifetime ceiling is set by the regulation and differs by sector — $20,000 at KCTCS, $40,000 at a comprehensive university or a private institution, $50,000 at the University of Kentucky or the University of Louisville — each rising five percent a year.

KRS 186.162 issues the plate FREE — no initial fee and no renewal fee — to a veteran who received VA assistance to buy the vehicle, to a veteran declared 100% service-connected, and to Medal of Honor recipients. A city, county or other political subdivision may not require any licence or fee from a disabled veteran, a Medal of Honor recipient, or a recipient of the Distinguished Service Cross, Navy Cross or Air Force Cross who holds the matching special military plate, for the privilege of driving on its streets. A person eligible for a Gold Star Mothers, Gold Star Fathers or Gold Star Spouses plate may receive up to two of them free of charge, and may buy more at the ordinary special military plate fee. Gold Star Siblings and Gold Star Sons or Daughters plates exist in the same regulation but sit outside the free-of-charge subsection. Eligibility is proved with a Report of Casualty, DD Form 1300, filed with the state veterans department.

The accessible parking registration plate is issued on a walking-impairment test with six limbs to it, or on loss of the use of an arm or both arms, or on blindness. A county clerk may certify an obviously disabled applicant without a doctor; otherwise a physician, physician assistant, chiropractor or advanced practice registered nurse may sign. A vehicle carrying the plate, with the person with the disability aboard, may park two hours beyond the local limit.

A Reduced-Cost Sportsman's Licence From a 50% Rating — Everything in One
A Kentucky resident veteran at least 50% service-connected disabled buys ONE reduced-cost annual licence covering the Combination Hunting and Fishing Licence, ALL Deer Permits, Spring and Fall Turkey Permits, the Migratory Bird and Waterfowl Permit and the Trout Permit. Bought separately those are a substantial sum. The authorisation is valid three years, so the paperwork is done once every three.

Kentucky does not tax active-duty military pay at all, and military pensions run through the general $31,110 pension exclusion, with Schedule P reaching further for service before 1998. There is no separate military pension exclusion beyond that. The department is required to enter data-sharing agreements with the United States Department of Veterans Affairs and the Department of Defense to get timely address and medical status information.

The Kentucky Women Veterans Program is created by statute inside the Department of Veterans’ Affairs, attached to the commissioner’s office, and the commissioner must designate a Women Veterans Coordinator for the Commonwealth. The programme is charged with outreach, needs assessment, advocacy, collaboration, research, education and recognition, and it may accept and spend appropriations, donations and grants. A licensing body may issue a licence, or a temporary one, to a service member or veteran whose military training, education or experience meets the board’s requirements. Indigent Veterans’ Burial — $1,000 Towards the Funeral, Paid to Whoever Bore It
A state trust fund defrays funeral costs for a veteran who died in this Commonwealth without an estate to pay for it and without anyone legally obliged to. The maximum reimbursement is $1,000, and a veterans’ service organisation that already paid can be reimbursed instead.

The department shall establish and maintain state veterans’ cemeteries for the interment of veterans and their eligible next of kin. Eligibility runs on the federal national cemetery test, and the version effective 1 January 2026 adds a second route for a reserve component, Army National Guard or Air National Guard member who completed the initial period of service and was discharged under conditions other than dishonorable, or who died on state active duty or serving under Title 32. Conviction of a capital offence is an absolute bar.

Kentucky pays a stipend of up to $100 per ceremony to the burial honor guard detail supplied by a veterans’ service organisation, on a published scale that rises with what is actually rendered. For an initial appointment to a competitive classified state position, a veteran, a serving member, a spouse, an unmarried surviving spouse or a dependent parent who meets the minimum qualifications must be offered an interview.
