The Kentucky Women Veterans Program is created by statute inside the Department of Veterans’ Affairs, attached to the commissioner’s office, and the commissioner must designate a Women Veterans Coordinator for the Commonwealth. The programme is charged with outreach, needs assessment, advocacy, collaboration, research, education and recognition, and it may accept and spend appropriations, donations and grants. A Women Veterans Coordinating Committee sits alongside it, with a Senator and a Representative appointed to it.

How to claim it

  1. 1Ask for the Women Veterans Coordinator by title. The post is not discretionary — subsection (1) says the commissioner SHALL designate a Women Veterans Coordinator for the Commonwealth.
  2. 2The eligibility line in subsection (3) is wider than "veteran of the United States Armed Forces": it reaches women who served in the Armed Forces OR in forces incorporated as part of them, discharged under conditions other than dishonorable.
  3. 3Six components are named in subsection (4), and they tell you what to ask for: advocacy and public awareness, collaboration with federal, state and private agencies, research and information dissemination, education through conferences, seminars and training workshops, honour and recognition, and facilities provided through grants and other funding.
  4. 4The education component is the concrete one — the programme is to provide guidance and direction to a woman veteran APPLYING for grants, benefits or services. That is a person who will sit with you and the form.
  5. 5If a policy or practice is the problem rather than a form, the committee is the route. The Women Veterans Coordinating Committee is charged with identifying policies, practices, programmes and related activities that are unresponsive or insensitive to the needs of women veterans, and with recommending changes.
  6. 6The committee has legislators on it by statute — the Senate President appoints a Senator and the House Speaker appoints a Representative — so a systemic complaint has somewhere political to land.
  7. 7The department may promulgate administrative regulations under subsection (7); if the coordinator cites a rule you have not seen, ask for the KAR number.

Worth knowingRead subsection (4)(f) before assuming a building exists. The facilities component is written as something the programme SHALL provide "as appropriate in support of the program" and only "through grants and other sources of funding" — it is a power to fund, not a promise of premises.
CorrectionThe programme is not a benefit that pays. It is outreach, advocacy and guided application help, plus a statutory channel for complaints about how women veterans are treated. Expecting a cheque from KRS 40.600 will disappoint.
