National Guard Tuition Award — Up to $50,000 in a Lifetime, and It Depends Which Campus

A member of the Kentucky National Guard in satisfactory standing has in-state tuition paid at a Kentucky public or private institution. What this benefit is

A member of the Kentucky National Guard in satisfactory standing has in-state tuition paid at a Kentucky public or private institution. The lifetime ceiling is set by the regulation and differs by sector — $20,000 at KCTCS, $40,000 at a comprehensive university or a private institution, $50,000 at the University of Kentucky or the University of Louisville — each rising five percent a year.

What it's worth: In-state tuition paid, to a lifetime cap of $20,000 to $50,000 depending on the institution

  • The lifetime caps come from 106 KAR 3:010, not from the statute, and they were set for the 2016–2017 year with a five percent annual increase after it. The figures above are the base, so the live ceiling in any later year is higher.
  • At a private institution the award is capped at the AVERAGE in-state rate at a public university or community college, not at what the private institution charges.
  • The statute suspends the private-institution route entirely until the Department of Military Affairs tuition assistance programme is first fully funded by the General Assembly.

How to claim it

Deadline: 1 April for May–July and August–December terms; 1 October for January–April terms
  1. 1Watch the deadlines, because they run ahead of the terms they cover: 1 April for the May to July and August to December award periods, and 1 October for January to April.
  2. 2The application goes through your unit commander to the Kentucky National Guard Education Office. It is not filed direct with the institution.
  3. 3"Satisfactory membership" is a defined test, not a formality: passing the most recent physical fitness test, meeting height and weight standards, proper attendance, and no unsatisfactory performance or unauthorised absence over the preceding twelve months.
  4. 4Eligibility ends on completion of a bachelor’s degree. A member already holding one is outside the programme.
  5. 5If your term of service ends inside the award period, you can still be covered — but you must apply stating an intention to reenlist. Without that statement the award covers only periods ending before your term expires.
  6. 6Simultaneous Membership Participants — in ROTC and the Guard at once — may participate without having completed basic training. Everybody else completes it first.
  7. 7Academic suspension or expulsion, or losing satisfactory membership status, blocks reapplication until the institution allows you to re-enrol and your membership standing is restored.
  8. 8If you withdraw or are expelled before the first day of classes, the award is cancelled outright and a full refund or repayment is required. That is stricter than the ordinary institutional refund schedule.

CorrectionThis is widely described as "free tuition for the Kentucky National Guard". Two limits are usually left out. There is a LIFETIME dollar cap that depends on which campus you attend — $20,000 at KCTCS against $50,000 at UK or U of L — and the private-institution route is switched off by statute until the Department of Military Affairs tuition assistance appropriation is first fully funded.
Worth knowingTwo agencies share the programme and they do different jobs. The Department of Military Affairs writes the eligibility regulation (106 KAR 3:010); the Kentucky Higher Education Assistance Authority writes the money regulation and disburses to the institution (11 KAR 13:010). A question about eligibility goes to the first; a question about a payment goes to the second.
Worth knowingNon-residents are not automatically out. KRS 164.5165 sets separate conditions on which an active member of the Kentucky National Guard who is not a Kentucky resident qualifies for the award.
Known gapThe current-year cap after nine years of five percent increases is not published in the regulation itself, and the department’s own site (veterans.ky.gov) remains edge-blocked from here. Ask the Education Office for the live figure before planning around it.
