Burial at Public Expense — With a Statutory Cap of $55
Rhode Island law provides for the burial of a wartime veteran who dies within the state without means to defray funeral expenses: a council-designated person arranges it, or the family and friends who paid are reimbursed. Then read §30-25-4. THE STATUTORY CAP ON TOTAL FUNERAL EXPENSE IS $55. That figure has not been updated in living memory and it is current law, so the reimbursement route is close to worthless in practice — but the DUTY TO ARRANGE the burial is not capped in the same way, and that is the part to press. Claims must be made WITHIN 60 DAYS of death.

Where a professional certificate or licence expired DURING military service, Rhode Island lets the veteran renew it WITHOUT FURTHER EXAMINATION — provided the renewal is made WITHIN FOUR MONTHS OF DISCHARGE. Four months is a short window at exactly the point when someone is least likely to be dealing with paperwork, and missing it means re-sitting whatever the board would ordinarily require. THE FEE IS NOT WAIVED; the prescribed fee is still payable. This is about the examination, not the cost.

Where an active Rhode Island National Guard member is killed or dies in the performance of duty, the state pays tuition for their spouse and children AT URI, RIC AND OTHER STATE-OPERATED institutions — from the general fund, not from a scholarship pot that can run out. It covers THE NORMAL COURSE-COMPLETION TIME, to a maximum of four years. Because it is a general fund appropriation under §30-3-40.5 rather than a discretionary programme, it does not depend on a budget line surviving.

Rhode Island gives the parent of a son or daughter who lost their life as a result of service a $3,000 exemption from assessed valuation. The catch is written into the statute: IT APPLIES ONLY IN FIFTEEN NAMED MUNICIPALITIES — Cranston, Warren, Cumberland, North Providence, Smithfield, Westerly, Barrington, Jamestown, Lincoln, West Warwick, Narragansett, Tiverton, Charlestown and others listed there. If your town is not on the list, this exemption does not reach you, however clearly you meet every other condition. On revaluation the adjustment preserves the same monetary saving as the previous bill.

Since 29 June 2022 Rhode Island public animal shelters waive the adoption fee for a dog or cat for the holder of a current, valid Rhode Island driver's licence or ID card bearing the VETERAN DESIGNATION under §31-10-48. The designation is not merely convenient here — IT IS THE ELIGIBILITY TEST. A veteran with a DD-214 but no designated licence does not qualify, so get the designation first. Shelters may limit this to one adoption per six months, and PRIVATE SHELTERS ARE NOT COVERED.

Rhode Island waives the CDL skills (road) test for a currently licensed driver with TWO YEARS' experience safely operating heavy military vehicles, who was employed WITHIN THE PAST 12 MONTHS in a military position requiring operation of a military motor vehicle equivalent to a commercial motor vehicle. The KNOWLEDGE EXAMS ARE STILL REQUIRED. Application is IN PERSON with the Military Skills Test Waiver form and a CDL-1, at the CDL office, 600 New London Avenue, Cranston.

RIGL 44-3-4 sets three tiers and the towns set the money. The base exemption of $1,000 goes to any veteran who served during a period of war with an other-than-dishonorable discharge — no disability required, and an unmarried widow or widower qualifies in their own right. A further $10,000 goes to a veteran the VA rates totally disabled from a service-connected cause, and another $10,000 where the VA has given specially adapted housing assistance on the domicile. These are state floors: municipalities vote their own amounts on top, and some run well above $40,000.

A resident with a permanent disability — or any resident 65 or older — holds the permanent combination hunting and fishing licence at no fee, against $43 for the ordinary combination. This is general law reaching every permanently disabled resident, veterans included. A 100% disabled veteran holds a free continuing licence under §20-2-31(c) on a ONE-TIME presentation of discharge and disability papers: the statute states the holder shall not again be required to appear before the licensing authority.

The state certifies veteran business enterprises and sets an aggregate utilisation rate of 3% of the total dollar value of state procurement contracts and public works projects. The gate is 51% veteran ownership across all classes of stock, partnership interest or business assets, plus real, substantial and continuing control — day-to-day management, hiring and firing, financial oversight and strategic decisions. Surviving spouses and permanent caregivers of veterans can be within the definition. Certification is decided within 90 days and may involve a site visit.

This is not a court in every county. It is a designated calendar for veterans’ cases at the Kent County District Court, sitting at the Noel Judicial Complex in Warwick, and it serves the state. It is also a jail diversion programme, known as the Alternatives to Sentencing and Trauma Recovery Programme with Priority to Veterans. Participation can lead to jail diversion, a reduction of charges or an alternative in sentencing. The eligibility gate is service-connected trauma; criminal charges and history can affect it.

Guidance everywhere says the state transit authority gives free statewide bus service to any veteran with a 100% service-connected disability. The authority’s own veterans page says no such thing. It describes no veteran-specific pass. It tells veterans they may be eligible for its reduced fare programmes — the no-fare programme for low-income seniors and low-income persons with disabilities, and the half-fare off-peak programme for seniors and persons with disabilities regardless of income. Passes run two years and cost $10 to issue.

The Gold Star Family plate under RIGL §31-3-111 goes to anyone eligible to receive a Gold Star Lapel Button as defined by the federal government — not to parents alone.
