How much is a property tax exemption worth in Newport County?
The rate shown is the county's effective property tax rate - aggregate taxes actually paid divided by aggregate home value, from the Census ACS 2023 five-year file. Every overlapping levy, credit and cap is already inside it, which makes it the honest basis for sizing an exemption's dollar value.
These are example savings for a typical home in this county, not an estimate of your own bill. Your actual saving depends on your assessed value, your taxing districts, and how this exemption interacts with any others you hold.
| Effective rate | what homeowners here actually paid |
|---|---|
| Basis | ACS 2023 five-year aggregates |
| State-floor exemptions, raised town by town (RIGL §44-3-4) | about $0 a year against the county rate |
| Total exemption (RIGL §44-3-4) | the entire bill — about $2,225 a year against the county rate on a typical $250,000 value, and more once your other taxing units are added |

licenses & fees(3)
A Licence That Lapsed While You Served — Renew Without Sitting the Exam Again
Where a professional certificate or licence expired DURING military service, Rhode Island lets the veteran renew it WITHOUT FURTHER EXAMINATION — provided the renewal is made WITHIN FOUR MONTHS OF DISCHARGE. Four months is a short window at exactly the point when someone is least likely to be dealing with paperwork, and missing it means re-sitting whatever the board would ordinarily require. THE FEE IS NOT WAIVED; the prescribed fee is still payable. This is about the examination, not the cost.
Renewal without further examination, within four months of discharge
A Dog or Cat From a Public Shelter, Free — the Licence Designation Is the Key
Since 29 June 2022 Rhode Island public animal shelters waive the adoption fee for a dog or cat for the holder of a current, valid Rhode Island driver's licence or ID card bearing the VETERAN DESIGNATION under §31-10-48. The designation is not merely convenient here — IT IS THE ELIGIBILITY TEST. A veteran with a DD-214 but no designated licence does not qualify, so get the designation first. Shelters may limit this to one adoption per six months, and PRIVATE SHELTERS ARE NOT COVERED.

The Veteran Mark on Your Licence — Free
A veteran indicator on a driver's licence or state ID card, at no charge. Small, and it does a job: it is the piece of identification you can carry that proves veteran status at a counter, which matters everywhere a DD214 is impractical to produce.
Veteran designation added to a driver's licence or state ID card free of charge

Tuition Paid From the General Fund When a Guard Member Dies on Duty
Where an active Rhode Island National Guard member is killed or dies in the performance of duty, the state pays tuition for their spouse and children AT URI, RIC AND OTHER STATE-OPERATED institutions — from the general fund, not from a scholarship pot that can run out. It covers THE NORMAL COURSE-COMPLETION TIME, to a maximum of four years. Because it is a general fund appropriation under §30-3-40.5 rather than a discretionary programme, it does not depend on a budget line surviving.
Tuition paid from the state general fund, up to four years
Free Public College Tuition From a 10% Rating
A permanent resident veteran with a service-connected disability of 10% or more attends the state's public colleges and universities tuition-free — CCRI, Rhode Island College and URI — provided financial aid is applied for and used first.
Tuition waived at the public colleges and universities — worth thousands a year
Guard Tuition Assistance — Five Free Classes a Semester
A serving Guard member may take up to five tuition-free classes in each autumn and spring semester at the state's public colleges and university. It stacks with the federal education benefit rather than replacing it. Fees and books stay with the member, and each twelve credits taken carries a year of service obligation.
Up to five tuition-free classes per autumn or spring semester at the state's public colleges and university; fees and books are not covered
The Summer Exemption — the One That Needs a Certificate First
A separate programme from the term-time waiver: one tuition-free course in each summer semester, up to two a year, at the state's public institutions. Four across an enlistment, with four more for each year of extension. It runs on seat availability and it requires a certificate obtained from the education office BEFORE you register.
One tuition-free course per summer semester, not more than two a year; four per enlistment, plus four more for each year of extension
In-State Tuition From Day One — No Residency Waiting Period
An active duty member on duty for more than 30 days, their spouse and their dependants pay in-state rates at the state university, the state college and the community college regardless of where they are resident. A member injured on active duty whose injuries end the tour inside 30 days is covered too, and so is anyone living in the state who is eligible for transferred federal education benefits or the Fry Scholarship.
In-state tuition rates at the three public institutions from the moment residence is established, with no waiting period — for an active duty member, their spouse and dependants, and for transferred federal benefit or Fry Scholarship recipients living in the state

Gold Star Parents' Exemption — but Only in Fifteen Named Towns
Rhode Island gives the parent of a son or daughter who lost their life as a result of service a $3,000 exemption from assessed valuation. The catch is written into the statute: IT APPLIES ONLY IN FIFTEEN NAMED MUNICIPALITIES — Cranston, Warren, Cumberland, North Providence, Smithfield, Westerly, Barrington, Jamestown, Lincoln, West Warwick, Narragansett, Tiverton, Charlestown and others listed there. If your town is not on the list, this exemption does not reach you, however clearly you meet every other condition. On revaluation the adjustment preserves the same monetary saving as the previous bill.

State Floors, Town Money — and Wartime Service Is Enough for the Base Tier
RIGL 44-3-4 sets three tiers and the towns set the money. The base exemption of $1,000 goes to any veteran who served during a period of war with an other-than-dishonorable discharge — no disability required, and an unmarried widow or widower qualifies in their own right. A further $10,000 goes to a veteran the VA rates totally disabled from a service-connected cause, and another $10,000 where the VA has given specially adapted housing assistance on the domicile. These are state floors: municipalities vote their own amounts on top, and some run well above $40,000.

Free Beach Parking, Park Entry and Golf at 100% — Including the Golf
Rhode Island's Disability Pass waives fees for PARKING, ADMITTANCE AND GOLF at state recreational facilities for a veteran the VA has determined to be 100% disabled through a service-connected disability. Free state golf is close to unique in this corpus. Read the exclusions: LICENSING, CAMPING, PICNIC TABLE AND SPECIALIZED-FACILITY FEES ARE NOT WAIVED. The pass must be obtained IN PERSON at RI State Parks Headquarters, 1100 Tower Hill Road — it cannot be done by post.
No parking, admittance or golf fees at state recreational facilities
Permanent Combination Licence, No Fee — Permanent Disability, Any Cause
A resident with a permanent disability — or any resident 65 or older — holds the permanent combination hunting and fishing licence at no fee, against $43 for the ordinary combination. This is general law reaching every permanently disabled resident, veterans included. A 100% disabled veteran holds a free continuing licence under §20-2-31(c) on a ONE-TIME presentation of discharge and disability papers: the statute states the holder shall not again be required to appear before the licensing authority.

CDL Road Test Waived on Two Years of Military Driving
Rhode Island waives the CDL skills (road) test for a currently licensed driver with TWO YEARS' experience safely operating heavy military vehicles, who was employed WITHIN THE PAST 12 MONTHS in a military position requiring operation of a military motor vehicle equivalent to a commercial motor vehicle. The KNOWLEDGE EXAMS ARE STILL REQUIRED. Application is IN PERSON with the Military Skills Test Waiver form and a CDL-1, at the CDL office, 600 New London Avenue, Cranston.

Disabled Veteran Plate — Free Plates AND Free Registration
A veteran with 100% service-connected disability pays nothing for the disabled veteran plate — and nothing for the registration it rides on, renewed every two years. POW and Purple Heart plates carry the same free-registration treatment.
No charge for the plate or the registration; one set, vehicles up to 12,000 lbs GVWR
Veteran and Guard Designation Plates
Registration plates carrying a veteran or a serving National Guard member designation — the two that do not have a record of their own elsewhere, and a serving Guard member having a plate is not true in every state. The disabled veteran, prisoner of war and Purple Heart plates, and how their fees are treated, are covered by ri-dv-plate-free-registration; the Gold Star parent plate by ri-31-3-111-gold-star-family-plate.
Designation plates for disabled veterans, prisoners of war, Purple Heart recipients, veterans, Guard members and Gold Star parents
Veteran Disability Parking Placard — a VA Letter Instead of a Doctor
At 100% service-connected the placard route runs entirely through the VA: you file the Veteran Disability Parking Placard Application with a war-related disabled declaration letter from the regional office, and no physician is involved. Below 100%, the division directs you to the ordinary placard with a physician’s approval instead.

Gold Star Family Plate — One Set Per Family Member, on a Lapel Button Test
The Gold Star Family plate under RIGL §31-3-111 goes to anyone eligible to receive a Gold Star Lapel Button as defined by the federal government — not to parents alone. One set is allowed per family member, so several relatives may each hold one, and a certification letter from the state veterans office is what the motor vehicle division asks for.

Military Service Pensions — Fully Exempt From Tax Year 2023
For tax years beginning 1 January 2023, military service pensions are exempt from state personal income tax — the full amount included in federal AGI is subtracted, with no cap and no age gate. The same pension cannot also be counted toward the separate $20,000 general pension modification.

Burial at the Veterans Memorial Cemetery — Free, Five Ways In
Burial at the 280-acre Exeter cemetery costs a veteran nothing — casket, in-ground cremation or columbarium, with military honors at committal. Five eligibility routes reach far beyond wartime service, including six-year Guard and Reserve members who passed after 15 March 2022.
Veteran burial at no cost — plot, in-ground or columbarium, with military honors; a spouse or eligible dependent pays a liner fee set at the department's own cost, not a fixed price
The Military Relief Fund — Up to $5,000, But Only While You Are Still Serving
A one-time grant of up to $5,000 per member or immediate family member for rent, mortgage, utilities, medical bills, insurance or vehicle payments. The catch is in the eligibility rather than the money: it runs on being currently in good standing with a unit here, so it closes when service ends.
Up to $5,000 as a one-time financial or casualty grant, per military member or immediate family member
Veterans Treatment Court — One Calendar for the Whole State, at Warwick
This is not a court in every county. It is a designated calendar for veterans’ cases at the Kent County District Court, sitting at the Noel Judicial Complex in Warwick, and it serves the state. It is also a jail diversion programme, known as the Alternatives to Sentencing and Trauma Recovery Programme with Priority to Veterans. Participation can lead to jail diversion, a reduction of charges or an alternative in sentencing. The eligibility gate is service-connected trauma; criminal charges and history can affect it.

The Bus Pass Is Not a Veteran Pass — It Is the Disability Pass, and It Costs $10
Guidance everywhere says the state transit authority gives free statewide bus service to any veteran with a 100% service-connected disability. The authority’s own veterans page says no such thing. It describes no veteran-specific pass. It tells veterans they may be eligible for its reduced fare programmes — the no-fare programme for low-income seniors and low-income persons with disabilities, and the half-fare off-peak programme for seniors and persons with disabilities regardless of income. Passes run two years and cost $10 to issue.
No veteran-specific pass — a $10 photo ID pass valid two years under the disability or low-income senior programmes, with half fare off-peak as the fallback

The State Veterans Home — Wartime Service, and 80% of Adjusted Net Income
A home rebuilt from the ground up in 2017 at Bristol, six neighbourhoods on a 100-acre site, with a 32-room memory care wing. Admission needs 90 days of active wartime service and either two consecutive years of residence here or enlistment from here. Residents contribute about 80% of adjusted net income.

First Placement in Elderly Public Housing for a Wartime-Disabled Veteran
Two sections of the general laws give a veteran disabled during a war or conflict first placement when space is available in public housing for the elderly. On top of that statewide floor, individual housing authorities run their own veteran preferences — and those vary sharply from one city to the next.

No Foreclosure Without a Court Order — and It Lasts Nine Months After You Come Home
A mortgage lender may not foreclose, sell or seize property for failure to pay a mortgage debt without court approval where the borrower is on active duty — Guard members called to federal active duty included. The mortgage has to predate the service. State law runs the protection from the date active duty begins until NINE MONTHS after discharge from it, and the office is explicit that you should give the servicer written notice before any sale.
No foreclosure, sale or seizure for mortgage default without court approval — from the date active duty begins until nine months after discharge from active duty under state law

Common questions about Newport County veteran benefits
- What can I claim here?
- The Rhode Island statewide records apply in every county. We have not researched county-level programmes here, so this page shows state law and complete geography rather than a local layer.
- What is it worth in this county?
- Dollar figures use the county's EFFECTIVE property tax rate - what homeowners there actually paid per dollar of home value, from the Census ACS 2023 five-year file. It is an estimate for sizing a saving; the levy table on your own bill governs.
- Where do I file for a veteran property tax exemption in Newport County?
- File with your County assessor. The form and deadline are on each benefit record.
- What document does the Newport County City or town assessor accept as proof?
- The statute sets what must be proved. An office may tell you which document it prefers, but it may not add a requirement the statute does not contain. We have not researched per-county document quirks in Rhode Island.
