A Dog or Cat From a Public Shelter, Free — the Licence Designation Is the Key

Since 29 June 2022 Rhode Island public animal shelters waive the adoption fee for a dog or cat for the holder of a current, valid Rhode Island driver's licence or ID card bearing the VETERAN DESIGNATION under §31-10-48. The designation is not merely convenient here — IT IS THE ELIGIBILITY TEST. A veteran with a DD-214 but no designated licence does not qualify, so get the designation first. Shelters may limit this to one adoption per six months, and PRIVATE SHELTERS ARE NOT COVERED.

What it's worth: Adoption fee waived for a dog or cat at a public shelter

  • THE VETERAN DESIGNATION ON A RHODE ISLAND LICENCE OR ID IS THE ELIGIBILITY TEST, not merely proof. A DD-214 alone does not do it.
  • The designation is the one at R.I. Gen. Laws §31-10-48, and the licence or ID must be CURRENT AND VALID.
  • PUBLIC animal shelters only. PRIVATE SHELTERS ARE NOT COVERED.
  • SHELTERS MAY LIMIT THIS TO ONE ADOPTION PER SIX MONTHS.
  • Effective 29 June 2022.
  • The waiver is of the adoption fee. Licensing, vaccination and any other charge is a separate question.

  • You served in the U.S. armed forces.
  • Your discharge meets the designation test.
  • Rhode Island public animal shelters.

  4. 4Ask what else is charged — licensing and vaccination are not addressed by the fee waiver.
  5. 5Take the licence itself, not a copy of your DD-214.
