K.S.A. 79-32,117(c)(vii) subtracts military retirement benefits from Kansas adjusted gross income in full. There is no age gate, no cap and no rating requirement. Related subsections separately subtract armed forces RECRUITMENT AND RETENTION BONUSES and student loan repayments, and Kansas National Guard reimbursements — three provisions people rarely know about together.

Kansas exempts up to $24,000 a calendar year of personal-use purchases from sales tax for a resident, honorably discharged veteran certified by the VA as 100% permanently disabled or deemed totally disabled or unemployable. The revenue department estimates the saving at roughly $2,400 a year. Motor vehicles, alcohol, tobacco, e-cigarettes and business-use purchases are outside it — but vehicle maintenance is inside.

An Extra $2,250 Personal Exemption at a 100% Permanent Rating
K.S.A. 79-32,121 gives an additional Kansas personal exemption of $2,250 to an honorably discharged veteran certified by the VA as receiving disability compensation at the 100% rate, permanently, where the disability was sustained through military action or accident or resulted from disease contracted in active service. It applies for tax year 2023 onward, and the statute as read carries no inflation adjustment.

Absence, relocation or failure to comply with a custody or parenting time order because of deployment, mobilisation, temporary duty or unaccompanied tour orders may not by itself constitute a material change in circumstances warranting a PERMANENT modification. Any order limiting custody for that reason must be entered as a temporary order. On the returning parent’s motion the court must hear the matter within thirty days, and the non-deploying parent bears the burden.

Federal Pension Money Is Shielded From Garnishment — Three Months of It, and Only on an Affidavit
Money received as a pensioner of the United States within the three months immediately preceding the issuing of an execution, attachment or garnishment may not be applied to the pensioner’s debts where it appears the money is necessary for the maintenance of the debtor or a family supported wholly or in part by it. Filing the debtor’s affidavit is prima facie evidence of that necessity, and the court must then release the money immediately.

No Kansas state agency and no municipality may request or demand any other document, or improvise an authentication procedure, to decide eligibility for a benefit that turns on a service-connected disability. The statute names a closed list of six: a United States passport, an unexpired REAL ID driver’s licence, a VA health identity card, a veterans identification card, a Department of Defense common access card, or a listed Department of Defense identity card.

Federal findings of service-connected disability are probative in Kansas. State agencies and municipalities may not request or demand a veteran’s private health information to decide disability benefit eligibility, may not reconsider a disability determination made by a service secretary or the Secretary of Veterans Affairs, and may not ask a veteran to voluntarily seek a re-evaluation of an existing claim. The statute is written around problem-solving dockets generally and does not use the word veteran — the veterans treatment courts sit inside that frame, under Supreme Court Rule 191 and the Specialty Court Committee it created.

The Kansas senior care act authorises a programme of in-home services and a programme of preventative health services for residents aged 60 or over whose functional limitations restrict daily living and impede independent living. It is administered through the area agencies on aging. Service does not open it earlier and does not move you up it — and the money is expressly a payer of last resort, spent only where other sources are not available.

The Base-Year Freeze Refund
Kansas freezes rather than cuts: from a 50% permanent service disability, the K-40SVR refunds however much your property tax has risen above your base year. It is income- and value-limited — household income of $58,041 or less for the 2025 claim year, and a home valued at $350,000 or less in the base year — and it is claimed by 15 April. A claimant aged 65 or over, or the surviving spouse of an eligible claimant, reaches the same refund without the disability route.

Homestead Property Tax Refund — Disabled Veterans Qualify at Any Age
Kansas refunds up to $700 of general property taxes paid, and a disabled veteran qualifies AT ANY AGE where others must be 65 or meet a different test. You must be a Kansas resident all year, own and occupy a home valued at $350,000 or less, and have household income of $43,389 or less for the 2025 claim year. Only ONE refund per household across the K-40H, K-40PT and K-40SVR programmes — so choose the best one.

Deployed Abroad? The Property Tax on Your Home Can Wait Two Years
A full-time member mobilised or deployed OUTSIDE the United States for at least six months, solely by reason of military orders, may defer all or part of the real property tax on their principal residence for up to TWO YEARS — with interest and penalties on the deferred tax WAIVED. Get the claim from the county clerk and file it with the county treasurer by 1 December.

Kansas issues the former prisoner of war plate WITHOUT the regular licence fee, to a Kansas resident held as a prisoner of war in the First or Second World War, Korea, Vietnam or other operations under United States or United States and United Nations flags — including qualifying CIVILIANS held as prisoners of war. One plate per person, on a passenger vehicle or truck of 20,000 lbs or less. Tag and title fees and motor vehicle property tax still apply.

Kansas exempts up to TWO motor vehicles from motor vehicle property tax for full-time military stationed in Kansas; for those stationed outside Kansas on orders with the vehicles kept out of state; for anyone mobilised or deployed at registration; and for current members in good standing of the Kansas Army or Air National Guard. Claim it with the military affidavit, form TR-601, at the county treasurer.

A resident who proves she is the mother of a person who died while in good standing on active duty may be issued a distinctive gold star mother plate for each passenger vehicle, truck of 20,000 pounds or less, or motorcycle she owns or leases. Two things are commonly got wrong: the section reaches mothers and nobody else, and the plate is issued on payment of the regular licence fee — there is no fee waiver in it.

A disability placard or plate is issued on a statement from a person licensed to practise the healing arts, an optometrist, an advanced practice registered nurse, a physician assistant or a Christian Science practitioner. A VA rating letter is not on that list. The placard comes with an individual identification card that must be carried whenever the vehicle is parked in a reserved space, and a holder of a distinctive plate can instead be issued a wheelchair emblem decal to affix to it.

K.S.A. 76-729 gives resident tuition rates at Board of Regents institutions to veterans and active duty members of the armed forces — and to their families — with the definitions cross-referenced to K.S.A. 48-3601. The value is the resident-to-nonresident difference at each institution.

The percentage moves with the appropriation and the number of applicants. After the last assisted semester, twenty-four further months of Guard service are owed — or the money is repaid.

Every community college, Washburn University, every technical college and every other post-high school institution supported by state money must enrol a dependent of a prisoner of war or a person missing in action without charge of tuition or fees, up to ten semesters for anyone who started on or after 1 July 2005. Once a person qualifies, nothing that happens afterwards — including the parent’s return or reported death — takes the entitlement away.

The State Cemetery System — Built Only on 100% Federal Money, by Statutory Design
The director of the Kansas Office of Veterans Services is authorised to establish and maintain a state system of veterans cemeteries, and may take donations and acquire property for it. The statute forbids the director from contracting for construction unless the federal government provides an amount equal to one hundred percent of the construction cost, and caps the number of federal grant applications.

The County Must Bury a Veteran Who Dies Without Means — and Not in the Pauper Ground
County commissioners have a statutory duty to cause the decent interment of an honorably discharged person from a named list of conflicts, or of that person’s spouse or parent, who dies without leaving sufficient means to defray funeral expenses. The burial may not be made in any cemetery, burial ground or portion of one used exclusively for the pauper dead, and the county must move a veteran already lying in such ground.

The state treasury holds a military honors funeral fund administered by the adjutant general, whose expenditures may be used only for providing military honors funerals. The adjutant general’s programme states there is no cost to the family, that the family chooses the type of honours and whether the military, a veterans service organisation, or both perform them, and that the minimum ceremony is the folding and presentation of the flag and the sounding of taps.
