  • A goal is not a set-aside. What a certified business wins depends on what it sells and how it bids.
  • The preference is stated as one the secretary "shall give" to disabled veteran businesses doing business as firms of this state, so an out-of-state veteran-owned firm does not reach it.

How to claim it

  1. 1Confirm the ownership test: not less than 51% of the business owned by one or more disabled veterans, with management and daily business operations controlled by one or more disabled veterans. Ownership alone does not satisfy it — control has to sit there too.
  2. 2Confirm the rating test: a service-connected evaluation percentage equal to or greater than 30%, from a disability incurred or aggravated during active service.
  3. 3Certify before bidding. The preference and the goal operate on certified businesses.
  4. 4Ask procurement how the preference is applied on the specific solicitation you are chasing — the section sets the goal and the definitions, and leaves the mechanics to the secretary.

CorrectionThe federal service-disabled veteran-owned test needs only a service-connected disability. This one needs an evaluation of 30% or more. A veteran certified federally at 10% or 20% will not qualify here on the same paperwork.
