The Base-Year Freeze Refund

Kansas freezes rather than cuts: from a 50% permanent service disability, the K-40SVR refunds however much your property tax has risen above your base year. It is income- and value-limited — household income of $58,041 or less for the 2025 claim year, and a home valued at $350,000 or less in the base year — and it is claimed by 15 April. A claimant aged 65 or over, or the surviving spouse of an eligible claimant, reaches the same refund without the disability route.

What this benefit is

Kansas freezes rather than cuts: from a 50% permanent service disability, the K-40SVR refunds however much your property tax has risen above your base year. It is income- and value-limited — household income of $58,041 or less for the 2025 claim year, and a home valued at $350,000 or less in the base year — and it is claimed by 15 April. A claimant aged 65 or over, or the surviving spouse of an eligible claimant, reaches the same refund without the disability route.

What it's worth: The rise above your base-year property tax, refunded

  • The refund equals current-year tax minus your base-year tax, so its value grows every year you stay in the home.
  • Household income must be $58,041 or less for the 2025 claim year. The figure is published annually.
  • The home must have been valued at $350,000 or less in the base year.
  • The filing deadline is 15 April.
  • There are alternative routes to the same refund: being aged 65 or over, and being the surviving spouse of an eligible claimant. Neither requires a disability rating.

Who is entitled to it

  • Your rating meets the gate.
  • You own and occupy the home.
  • Your home is in this state.

How to claim it

Deadline: With your return
  1. 1Claim on Form K-40SVR with the income tax return — this runs through the revenue system, not the assessor.
  2. 2Pick one programme: K-40SVR, the homestead refund and SAFESR are mutually exclusive per household.
  3. 3Your first claim sets the base year — the earlier you start, the more later rises come back.

No renewal
Once granted it does not need renewing.
Worth knowingThis is a freeze, not an exemption: the bill still arrives, and the growth above your base year comes back through the tax return.
Known gapThe precise definitions live on a state site that refuses automated connections. The county guidance carries the mechanics; treat edge details as unconfirmed.

Sources

Why only one source type: ksrevenue.gov refused connections on every attempt, so the programme is published from county government guidance. The Department of Revenue's own FAQ defines the disabled veteran gate (50% permanent, from service, honorably discharged) and could not be re-read — confirm details when the state site is reachable.
