In-Home Services at 60 — No Veteran Door, and Paid Only After Everything Else

The Kansas senior care act authorises a programme of in-home services and a programme of preventative health services for residents aged 60 or over whose functional limitations restrict daily living and impede independent living. It is administered through the area agencies on aging. Service does not open it earlier and does not move you up it — and the money is expressly a payer of last resort, spent only where other sources are not available.

How to claim it

1Start with the area agency on aging for your county. The secretary is required to designate the area agencies to administer the programme in their planning and service areas, and may only allocate funds to an agency that has executed a contract.
2Check the two gates before you ring. Residents 60 years of age or older, with functional limitations that restrict the ability to carry out activities of daily living and impede the ability to live independently.
3Expect to be asked about every other funding source first, because the statute requires it. Funds for purchase of service are to be expended only when other sources of support are not available, and may not replace medicaid, older Americans act, community services block grant or medicare funding.
4That last clause is why a veteran should approach this WITH their VA paperwork, not instead of it. If a VA-funded home care route is open, the area agency is directed to use that first — and the practical effect is that the two systems are meant to sit alongside each other, not compete.
5Ask the Office of Veterans Services to work the VA side in parallel. Federal home and community based routes for veterans are delivered through the same aging network in many places, and asking both offices the same week saves months.
6Do not expect a veteran priority, because there is none in the act. Neither the legislative findings nor the programme section nor the allocation section mentions service.
