How to claim it

Deadline: At the time the funeral is arranged
  1. 1The request goes through the funeral director. The programme states that once the family requests honours at the funeral ceremony, the funeral director contacts the honours office with the request.
  2. 2Have the discharge ready. The funeral director is asked to submit a DD-214 or an NGB Form 22 to verify eligibility, so a family that cannot lay hands on one should start looking early rather than on the day.
  3. 3The eligibility standard is wider than "honorable". The programme states it in terms of currently serving on active duty or in the Selected Reserves; discharged from active duty under conditions other than dishonorable; having completed a term of enlistment or period of initial obligated service in the Selected Reserve under such conditions; or discharged from the Selected Reserve for a disability incurred or aggravated in line of duty.
  4. 4Choose what you want. The programme states the family may select the type of honours, and whether they are performed by the military, by a veterans service organisation, or by both. The minimum is folding and presenting the flag and the sounding of taps.
  5. 5Ask for volleys if you want them. The programme records that most families now request full honours including the firing of volleys — it is a request, not a default.
  6. 6Expect taps by electronic means. The programme states plainly that a shortage of buglers means taps is normally played electronically; a family who wants a live bugler should raise it early and expect to arrange it.

CorrectionFamilies are often told the honours must be arranged with the veterans office or with the national cemetery. They are not: the request runs from the family to the FUNERAL DIRECTOR and from the funeral director to the honours office. A family that telephones the wrong office loses days it does not have.
CorrectionAn "other than honorable" discharge is frequently assumed to end the matter. The programme states the standard as discharge under conditions other than DISHONORABLE, which is a different and wider test. It is worth putting the question to the honours office rather than deciding it at the kitchen table.
Worth knowingK.S.A. 73-309 lets the adjutant general accept gifts, grants, donations and bequests into the fund, and requires monthly interest to be credited to it. A ring-fenced fund that may not be spent on anything else is why the programme survives lean appropriation years.
