How much is a property tax exemption worth in Santa Cruz County?
The rate shown is the county's effective property tax rate - aggregate taxes actually paid divided by aggregate home value, from the Census ACS 2023 five-year file. Every overlapping levy, credit and cap is already inside it, which makes it the honest basis for sizing an exemption's dollar value.
These are example savings for a typical home in this county, not an estimate of your own bill. Your actual saving depends on your assessed value, your taxing districts, and how this exemption interacts with any others you hold.
| Effective rate | what homeowners here actually paid |
|---|---|
| Basis | ACS 2023 five-year aggregates |
| An exemption of assessed value, subject to income and property value limits (A.R.S. §42-11111) | about $0 a year against the county rate |
| Total exemption (A.R.S. §42-11111) | the entire bill — about $1,675 a year against the county rate on a typical $250,000 value, and more once your other taxing units are added |

A.R.S. 28-2472 issues distinctive Medal of Honor licence plates at no additional cost, on proof of the decoration to the department. There is no disability test and no residency condition beyond registering in Arizona.
Distinctive Medal of Honor plates at no additional cost
No Vehicle Licence Tax or Registration Fee for a Purple Heart Recipient
A.R.S. 28-5802(C) exempts one personally owned vehicle from the vehicle licence tax and the registration fee for a bona fide Purple Heart recipient with an honorable discharge. No disability rating is involved. Because Arizona's vehicle licence tax is value-based and charged annually, the saving recurs every year for as long as you hold the vehicle.
No vehicle licence tax and no registration fee on one vehicle
No Vehicle Licence Tax or Registration Fee — at 100%, With a VA-Funded Vehicle, or as a Surviving Spouse
One vehicle — or its replacement — free of Arizona vehicle licence tax and registration fee. Three routes reach it: a veteran certified 100% and drawing compensation on that basis; a vehicle acquired with VA financial aid, whatever the rating; and a surviving spouse, who keeps the exemption on one vehicle until remarriage or death and may renew it on the veteran's terms.
No vehicle licence tax and no registration fee, on one vehicle — and it survives the veteran
Gold Star Family Plate — $25, of Which $17 Is a Donation
An immediate family member of a person who died while on active duty may hold this plate. The $25 is split by statute: $8 administers the plate and $17 is an annual donation into the veterans' donations fund.

A Disability Placard on a VA Certificate — No Doctor's Appointment Needed
The statute accepts a certificate from the federal VA showing 100% disability as an alternative to a clinician's medical certificate, and the placard is issued at no additional charge. A permanent placard lasts as long as the person qualifies.
A placard at no additional charge, valid as long as the person still qualifies

Disabled Veteran Property Tax Exemption — Fully Exempt at 100% from 2026
From tax year 2026 the property of a veteran with a 100% service-connected rating is exempt from taxation in full under A.R.S. 42-11111(C). Below 100%, the dollar exemption is multiplied by the disability percentage. The income limits apply either way — including to the 100% tier, which is the part most people assume is unconditional. The 2026 exemption amount is $4,873, with income limits of $39,865 and $47,826.
Full exemption at a 100% rating; below that, $4,873 for 2026 multiplied by the disability percentage
The Widow's Exemption — and the Much Bigger One a 100% Veteran's Spouse Keeps
A widow or widower gets an exemption of assessed value if their total assessment and income stay under the annual limits — $4,873 with income limits of $39,865 and $47,826 for 2026. Separately, the surviving spouse of a veteran rated 100% service connected continues to claim the FULL exemption while the home remains their primary residence and they do not remarry.

Arizona Does Not Tax Active Duty Pay — Guard and Reserve Included
Compensation for active service in the armed forces, the reserves or the National Guard is subtracted in full from Arizona taxable income, and has been since tax year 2006. Combat-zone pay is inside it. Residents claim it on Form 140 and part-year residents on Form 140PY. This is a different paragraph of A.R.S. 43-1022 from the military RETIREMENT subtraction — the two are separate and both exist.
Active service pay subtracted in full from Arizona taxable income
Arizona Subtracts Military Retirement in Full
From tax year 2021, 100% of uniformed services retired or retainer pay comes out of Arizona income.
The whole of your military retired pay, subtracted
State Veterans' Cemeteries — Three Sites, Veteran Interment at No Cost
The state runs three veterans' cemeteries — Camp Navajo, Marana and Sierra Vista — and burial includes the gravesite, opening and closing, a concrete liner for casket burials, a government marker and perpetual care at no cost. Spouses, un-remarried surviving spouses, minor children and some unmarried adult dependent children are eligible too.

Military Family Relief Fund — Up to $3,000 in an Emergency, $20,000 Over a Lifetime
Grants for basic living expenses where military service caused the hardship: rent, mortgage, vehicle payments, utilities. A first-time applicant can take an expedited emergency route capped at $3,000; the lifetime limit across the programme is $20,000, and the $3,000 comes out of it.
Up to $3,000 on the emergency route; $20,000 lifetime across the programme
Free Recording of Discharge Papers — and a Statutory Lock on Who Can See Them
The county recorder must record discharge papers without fee. Once recorded, a DD-214 held electronically is not disclosed to the general public, and access is limited by statute to a short list that turns on a claim for a federal benefit.
No fee to record — and the recorded document is closed to the general public
Deployment Cannot Be Used to Take Your Parenting Time
Arizona family law protects a deploying parent: a court may not enter a final modification order until ninety days after the deployment ends, may not treat deployment or the possibility of it as the sole change of circumstances, must consider the military family care plan, may take your evidence remotely, may let you delegate your parenting time to a family member, and must set a transition schedule back within ten days of your return.
A ninety-day freeze on final modification, a bar on deployment as the sole change of circumstances, and a delegation route
A Pawnbroker Must Waive the Interest and Hold Your Goods Through a Deployment
Give a pawnbroker a copy of orders showing you have been deployed on federal active duty and the pawnbroker must waive any unpaid interest charges and hold the pledged goods until sixty days after you return.

Every Gym Contract in This State Must Let a Deployed Member Cancel or Suspend
Arizona requires a health spa contract to provide that it can be cancelled or suspended by a member of the United States military — including the national guard and a reserve unit — who is serving on federal active duty and deployed outside the state. Notice can be posted, delivered, emailed or given through the spa’s website, and money paid under a cancelled contract must be refunded within thirty days.
A statutory right to cancel or suspend, with a refund of monies paid within thirty days of a cancellation notice
Veteran Courts — Eleven of Them, and Most Sit in Municipal Court
The Arizona Department of Veterans’ Services publishes a list of the state’s veteran courts. They are a collaborative process among prosecutor, defence counsel, judge, the department or the federal VA, and community organisations, and they supervise a treatment plan aimed at the causes of the behaviour — post-traumatic stress disorder, traumatic brain injury, anger, domestic violence, alcohol and drug abuse.
A supervised treatment plan in place of the ordinary path through the case, where the court hearing your case runs one
Hyperbaric Oxygen Therapy Fund — a State Fund for Veterans, Funded by Donations
A.R.S. § 41-610.01 establishes the hyperbaric oxygen therapy for military veterans fund inside the Department of Veterans’ Services, made up of private donations, grants, bequests and other monies. The department director chairs an advisory committee and determines the awards, and the department may seek reimbursement where the therapy is later paid for by insurance.
Assistance towards hyperbaric oxygen therapy, from a donation-funded state fund — no amount set by statute
Women Veterans — Arizona’s Page Points at Federal Programmes, Not State Ones
The Arizona Department of Veterans’ Services publishes a Women Veterans page. Everything on it is federal or national: the VA’s National Center for Women Veterans, five national membership organisations, a homeless-services guide for providers, and links to federal health care and the Military Sexual Trauma Program. No state-run women veterans programme, grant or service appears on it.

Arizona State Parks gives a free day-use pass to veterans rated 100% service-connected, and half-price day use to service-disabled veterans, military retirees, and active duty, reserve and Guard members. The discount extends to up to three adults with the pass holder, and the pass is non-transferable. Kartchner Caverns and Riordan Mansion tours, camping, reservation and special-event fees are outside it.
Free day use at 100% service-connected; 50% off for service-disabled, retired and serving members
Up to 25% Off the Hunting and Fishing Licence — Any Compensated Rating
A veteran receiving compensation from the United States for a service-connected disability buys the hunting and fishing licence at a reduced fee, up to 25% below the full price. A.R.S. 17-333(C)(3) sets no minimum percentage — being compensated is the whole test. You must have been an Arizona resident for a year or more immediately before applying.

Half-Price Licence for Purple Heart Recipients

A Tuition Scholarship for the Spouse of Any Honorably Discharged Veteran
A.R.S. 15-1809 pays tuition and mandatory fees at an ABOR university or community college for the SPOUSE of an honorably discharged veteran — not only a survivor, and with no disability requirement. It runs up to four academic years or eight semesters, towards a certificate, associate or baccalaureate, reduced by other aid. It is first-come, first-served out of a fund, so applying early is the whole game.
Tuition and mandatory fees, up to four academic years, reduced by other aid
In-State Tuition Immediately — No One-Year Wait
A.R.S. 15-1802(G) classifies an honorably discharged veteran as an Arizona resident for tuition IMMEDIATELY, on objective evidence of intent to live in Arizona, and the classification is kept while you stay continuously enrolled. The usual one-year domicile wait does not apply. Subsection (L) does the same for anyone using Chapter 30, 31, 33 or 35 education benefits after 90 or more days of active duty — including Fry Scholarship users and people using transferred Post-9/11 entitlement, who need not be veterans themselves.
Resident tuition from day one, without the one-year domicile wait
Tuition Waiver Scholarship
Undergraduate tuition waived at Arizona public universities and community colleges — for purple heart recipients rated 50% or more, and for the survivors of a line-of-duty death.

State Tuition Reimbursement for the Guard — and for Spouses and Dependants Too

Your Employer Cannot Refuse You Leave for Guard Duty — and Refusing Is a Crime
An employer may not refuse a National Guard member leave of absence to comply with military orders. Seniority and precedence are protected across the absence, the member is returned to their previous or a higher position, and a violation is a class 1 misdemeanour prosecuted by the county attorney.
A statutory right to the leave, to your position back, and to keep your seniority
licenses & fees(2)
Initial Licence Fee Waived — Within Two Years of Discharge
An agency must waive the fee for an initial licence for an honorably discharged veteran discharged not more than two years before applying, and for the spouse of an active duty service member. Recognition of an out-of-state licence is a separate statute, and that one charges you.

The Veteran Mark on the Licence — the Department Must Allow It
On satisfactory proof of veteran status the department shall allow a distinguishing mark identifying the person as a veteran, on a driver licence under §28-3166 and on a non-operating identification licence under §28-3165. Neither section names a separate fee.

Mobile Home Park: Reassignment Orders Beat the Notice Period
A mobile home park landlord may not stop a tenant who is a member of the armed forces from ending the rental agreement on less than two weeks’ notice, where the tenant has received reassignment orders that did not allow more warning. This right sits in the mobile home park act — the ordinary residential landlord and tenant act has no equivalent.
Termination on less than two weeks’ notice where reassignment orders left no time for more

- What is it worth in this county?
- Dollar figures use the county's EFFECTIVE property tax rate - what homeowners there actually paid per dollar of home value, from the Census ACS 2023 five-year file. It is an estimate for sizing a saving; the levy table on your own bill governs.
- Where do I file for a veteran property tax exemption in Santa Cruz County?
- File with your county assessor. The form and deadline are on each benefit record.
