- The department issues international symbol of access special plates to an owner or lessee of a motor vehicle who has a permanent physical disability, or who is the parent or legal guardian of a minor with a permanent physical disability, and to an organisation whose vehicle primarily transports persons with physical disabilities.
- The statute requires the department to issue a placard under the section at no additional charge.
- A permanent placard is valid for as long as the person to whom it is issued qualifies for issuance.
- A temporary placard is available for a short-term disability, with a validity period determined by the department and renewal by fresh application.

How to claim it
- 1Use the VA certificate route and skip the clinic. The statute lists it as one of three alternatives, so a totally disabled veteran does not need to get a medical certificate signed as well.
- 2Ask for the placard as well as, or instead of, the plate. The section requires the placard to be issued at no additional charge.
- 3Take the permanent placard seriously as permanent. It stays valid while you still qualify, rather than expiring on a fixed calendar like the temporary one.
- 4Keep the rating letter. Continued qualification is the condition on which a permanent placard rests, and a reduced rating is the event that ends it.

CorrectionThis is not a veteran benefit and is not listed as one, which is exactly why it is missed. It is a general disability provision with a VA-certificate door written into the evidence rule, and that door is the fastest one in the section.
Worth knowingThe statute says a 100% disability certificate from the federal department. It does not say permanent and total, and it does not say service connected. Whether a 100% temporary rating satisfies it is not settled by the text read here.
Known gapThe veteran special plates section, §28-2414, contains no fee exemption for disabled veterans, Purple Heart recipients or Medal of Honor holders, and no surviving spouse provision. If a fee waiver for those plates exists in this state it is not in that section.
