In-State Tuition Immediately — No One-Year Wait

A.R.S. 15-1802(G) classifies an honorably discharged veteran as an Arizona resident for tuition IMMEDIATELY, on objective evidence of intent to live in Arizona, and the classification is kept while you stay continuously enrolled. The usual one-year domicile wait does not apply. Subsection (L) does the same for anyone using Chapter 30, 31, 33 or 35 education benefits after 90 or more days of active duty — including Fry Scholarship users and people using transferred Post-9/11 entitlement, who need not be veterans themselves.

What this benefit is

Subsection (L) does the same for anyone using Chapter 30, 31, 33 or 35 education benefits after 90 or more days of active duty — including Fry Scholarship users and people using transferred Post-9/11 entitlement, who need not be veterans themselves.

What it's worth: Resident tuition from day one, without the one-year domicile wait

  • A.R.S. 15-1802(G) reaches an honorable discharge from active duty, current reserve or National Guard status, or retirement from any of them.
  • It asks for objective evidence of intent to be an Arizona resident — a licence, a lease, a registration. It does not ask you to have been here a year.
  • The classification is retained while you remain continuously enrolled. A break in enrolment can cost it.
  • Subsection (L) separately reaches anyone using 38 U.S.C. chapter 30, 31, 33 or 35 benefits who enrols after 90 or more days of active duty.
  • That includes Fry Scholarship users and people using transferred Post-9/11 entitlement — a spouse or child, not a veteran.
  • It applies at ABOR universities and at community college districts.
  • What it saves is the out-of-state premium, which differs by institution, so no figure is published.

  • You were discharged honorably.
  • You are enrolled at, or applying to, an Arizona institution.
  • You are in Arizona.

How to claim it

Deadline: At admission or enrolment
  1. 1Petition the institution's residency classification office at the point of admission. Do not wait a year — the wait is exactly what this removes.
  2. 2Take objective evidence of intent to live in Arizona: driving licence, vehicle registration, lease, voter registration.
  3. 3Take the DD-214 for the 15-1802(G) route, or your Certificate of Eligibility for the (L) route.
  4. 4If you are a spouse or child using transferred Post-9/11 entitlement, or a Fry Scholarship recipient, say so — subsection (L) reaches you and you are not a veteran.
  5. 5Stay continuously enrolled. The classification is retained on that condition, and a gap can put you back to out-of-state.
