  • The $3,000 emergency award is drawn from the $20,000 lifetime limit, not added to it.
  • The emergency route can be used once. Any later application goes to the full advisory committee rather than the emergency committee.
  • Awards are decided by an advisory committee, so the amount is a ceiling and not an entitlement. What a given application is granted is the committee’s decision.
  • There are two separate funds and two separate committees — pre-9/11 and post-9/11 — and the programme is open to service members of both eras.

How to claim it

  1. 1Read the department’s how-to guide before starting. It sets out step by step how to complete the application and how to submit the documents.
  2. 2Assemble the required documents first — a missing one stops the application being processed at all. They are: DD-214, two months of bank statements, two months of pay stubs, the past-due or upcoming bills you are asking help with, and the VA decision letter and ratings. Where relevant, add proof of relationship — birth certificate, marriage licence, child support order or divorce decree.
  3. 3Check which residency door you fit. Any one of these does it: Arizona claimed as home of record; membership of the Arizona National Guard at the time of deployment; deployment from an Arizona military installation; or established residency with proof of continuous physical presence in the state for at least twelve months before applying.
  4. 4If you are proving twelve months of presence, the department names what it accepts: benefit summaries from the state economic security department, lease or mortgage statements, a VA appointment report, utility bills, a three or five year state motor vehicle record, an employment history report, state income tax returns, property titles, medical records showing consistent appointments, college enrolment verification, or a letter from a community service organisation.
  5. 5Be explicit about the causal link. A veteran or service member has to show that current or past military service caused the present hardship; a family member has to show the hardship is due to the service member’s current military service.
  6. 6Watch the monthly rhythm. Applications are due by 4:00pm on the published cut-off date, and the advisory committee generally meets the third Tuesday of the month; anything arriving after the cut-off is held to the following month’s meeting.
  7. 7If it cannot wait, ask for the emergency committee. It reviews an application once, has five business days to vote, and issues cheques within five to ten business days of approval — against thirty to forty-five days on the ordinary route.
  8. 8Expect the money to go past you. Cheques are mailed to vendors by the department on your behalf, so have the account details and the bill to hand.

CorrectionThe $3,000 emergency award is not extra. The department is explicit that it comes out of the veteran’s total $20,000 lifetime limit, so taking it now reduces what remains for later.
CorrectionTwelve months of continuous physical presence is one route among four, not a universal requirement. A veteran whose home of record was Arizona, who was in the Arizona National Guard at deployment, or who deployed from an Arizona installation does not need to prove the twelve months at all.
Worth knowingDeployment is defined broadly as any movement from a home station to somewhere outside the continental United States and its territories — it is not confined to combat deployments.
