Private Employers MAY Give Veterans a Hiring Preference — and It Is Lawful When They Do
Alabama law lets a private employer adopt a written veterans preference policy, and makes that preference lawful rather than discriminatory. It authorises; it does not require. There is no agency to apply to and no entitlement to claim — what this gives you is a reason to ask an employer whether they have such a policy, and a statute to point at if they say they cannot lawfully have one.

A veteran whose entry into service interrupted high school and prevented graduation may be awarded a standard high school diploma by the State Superintendent of Education. It covers service between 7 December 1941 and 1 January 1946, between 27 June 1950 and 31 January 1955, and between 15 November 1961 and 28 March 1973, for a veteran who was an Alabama resident before entering the armed forces. A family member may apply on the veteran's behalf.

A member of the state Employees' or Teachers' Retirement System who left for the armed forces, did not withdraw their contributions, and returned to covered employment within a year of an honorable discharge may buy up to four years of retirement service credit. The price is 4% of average state compensation per year claimed, plus 8% compounded interest. Peace officers returning within six months may buy up to five years. Anyone already drawing military retirement pay is excluded.

The provision is permissive rather than mandatory, and how much credit you get is the institution's decision — but asking costs nothing and the credit is free tuition by another name.

A resident veteran rated 40% or more may buy a LIFETIME hunting licence in place of an annual one. The 40% gate is lower than the 50% that opens the annual appreciation hunting licence's cheaper tier, so this is a distinct product with its own threshold. Price varies with age from 50, and again at a 100% permanent and total rating.

A veteran who holds, or could hold, one of the valor, prisoner of war or Legion of Valor distinctive plates may obtain an Honored Veteran parking permit, authorising parking in designated veteran parking spaces. It turns on the plate category rather than on a disability, so it is not the disabled parking placard and does not do that placard's job.

A recently deployed, unemployed veteran who holds at least 50% of an Alabama start-up begun after 2 April 2012 may claim a $2,000 nonrefundable income tax credit, in a year the business made at least $3,000 of net profit. It cannot be claimed where an employer has claimed the hiring credit for the same veteran. The credit runs to 31 December 2028 unless the legislature extends it.

A home acquired under the VA specially adapted housing grant is exempt from all ad valorem taxation regardless of value — no acreage cap and no separate disability test at claim time, because acquiring the home under the grant is itself the gate. An unremarried surviving widow or widower keeps the exemption while they own and occupy the home. This is a different statute from the H-3 disability homestead, which requires permanent and total disability and caps at 160 acres.

Military retirement pay is exempt from Alabama income tax in full — the Department of Revenue lists it among exempt income outright, with no age gate, cap or election. Survivor benefits derived from that retirement are exempt on the same terms, so a surviving spouse receiving an annuity does not pay state, county or municipal income tax on it either.

Children and stepchildren of a veteran rated 40% or more (or POW, MIA, died of a service cause or in the line of duty) receive five academic years — ten semesters — of undergraduate study at any qualifying state school. Spouses and unremarried widow(er)s receive six semesters at the 40–90% ratings, but five academic years where the veteran is rated 100% permanently and totally disabled. Tuition bills at up to $400 per credit hour, books and fees to $1,000 per student.

One Gold Star Family plate is issued to an eligible family member with no issuance fee and no ad valorem taxes; any further plates are at the normal fees and taxes. Eligible family reaches well beyond the immediate household: a spouse, a parent including a step or foster parent standing in loco parentis, a sibling whole, half or adoptive, a child or stepchild, a grandparent or legal guardian, or the next of kin designated by the Department of Defense. The plate turns on the overseas death certificate or the Report of Casualty, and if the applicant is not named as next of kin on either, the veterans department will issue a notarised affidavit certifying the relationship instead.

A permanent distinctive plate is issued for the Medal of Honor, Purple Heart, Legion of Valor membership, Distinguished Flying Cross, Silver Star, Bronze Star, Air Medal, or recognised former prisoner of war status. It is kept for life, and on the recipient's death the surviving spouse may retain it until remarriage. What it costs depends on which category you hold: the Medal of Honor, POW and Legion of Valor plates carry no registration fee and no ad valorem tax, a Purple Heart plate is free of the registration fee but not the ad valorem tax, and the remaining four pay the regular fees plus $25 a year for each plate.
