How much is a property tax exemption worth in Covington County?
The rate shown is the county's effective property tax rate - aggregate taxes actually paid divided by aggregate home value, from the Census ACS 2023 five-year file. Every overlapping levy, credit and cap is already inside it, which makes it the honest basis for sizing an exemption's dollar value.
These are example savings for a typical home in this county, not an estimate of your own bill. Your actual saving depends on your assessed value, your taxing districts, and how this exemption interacts with any others you hold.
| Effective rate | what homeowners here actually paid |
|---|---|
| Basis | ACS 2023 five-year aggregates |
| The homestead, exempt from state and local tax, up to 160 acres (Ala. Code §40-9-19 (H-3)) | about $0 a year against the county rate |
| Total exemption (Ala. Code §40-9-19 (H-3)) | the entire bill — about $525 a year against the county rate on a typical $250,000 value, and more once your other taxing units are added |

Private Employers MAY Give Veterans a Hiring Preference — and It Is Lawful When They Do
Alabama law lets a private employer adopt a written veterans preference policy, and makes that preference lawful rather than discriminatory. It authorises; it does not require. There is no agency to apply to and no entitlement to claim — what this gives you is a reason to ask an employer whether they have such a policy, and a statute to point at if they say they cannot lawfully have one.
A lawful hiring preference at private employers that have adopted one
An Alternative Teaching Certificate for Ten-Year Veterans with a Master's
An honorably discharged veteran with at least ten years of service and a master's degree or higher may be issued an alternative certificate to teach in Alabama schools — a route into the classroom that does not require going back through a teaching degree.

Buy Back Up to Four Years of Military Service in the State Retirement Systems
A member of the state Employees' or Teachers' Retirement System who left for the armed forces, did not withdraw their contributions, and returned to covered employment within a year of an honorable discharge may buy up to four years of retirement service credit. The price is 4% of average state compensation per year claimed, plus 8% compounded interest. Peace officers returning within six months may buy up to five years. Anyone already drawing military retirement pay is excluded.
Up to four years of retirement service credit, bought at 4% of average state compensation per year plus 8% compounded interest
Five Points, Ten With a Rating — and the Tie-Break on the Register
Five points added to any earned rating in the entrance examination for the state classified service for an honorable discharge, ten where a compensable service-connected disability exists, and preference over non-veterans holding the same rating on the employment register.
5 points on the examination rating, or 10 with a compensable service-connected disability

Purple Heart Tuition Waiver — Which Colleges MAY Grant, Not Must
Alabama public institutions, two-year and four-year alike, may waive tuition and fees for undergraduate study by a recipient of the Purple Heart Medal. The provision is permissive: the institution may waive, and is not obliged to. Ask early and in writing, because the answer is the institution's to give.
Undergraduate tuition and fees waived — at the institution's discretion
Operation Recognition — the High School Diploma Your Service Interrupted
A veteran whose entry into service interrupted high school and prevented graduation may be awarded a standard high school diploma by the State Superintendent of Education. It covers service between 7 December 1941 and 1 January 1946, between 27 June 1950 and 31 January 1955, and between 15 November 1961 and 28 March 1973, for a veteran who was an Alabama resident before entering the armed forces. A family member may apply on the veteran's behalf.

College Credit for What You Already Learned in Uniform
Alabama public institutions may grant academic credit for military education, training and experience, within their own role, scope and mission. The provision is permissive rather than mandatory, and how much credit you get is the institution's decision — but asking costs nothing and the credit is free tuition by another name.

G.I. Dependent Scholarship — Ten Semesters per Child, From 40%
Children and stepchildren of a veteran rated 40% or more (or POW, MIA, died of a service cause or in the line of duty) receive five academic years — ten semesters — of undergraduate study at any qualifying state school. Spouses and unremarried widow(er)s receive six semesters at the 40–90% ratings, but five academic years where the veteran is rated 100% permanently and totally disabled. Tuition bills at up to $400 per credit hour, books and fees to $1,000 per student.
Children: 10 semesters; spouses/widow(er)s: 6 semesters at 40-90%, 10 at 100% P&T — tuition to $400/credit hour, books and fees to $1,000
National Guard Educational Assistance — Need-Based, With a Four-Year Clawback
An award for tuition and educational fees for an Alabama National Guard member at an Alabama public postsecondary institution, based on financial need. Separating from the Guard within four years of the last award makes the assistance repayable.

Lifetime Appreciation Hunting Licence from a 40% Rating
A resident veteran rated 40% or more may buy a LIFETIME hunting licence in place of an annual one. The 40% gate is lower than the 50% that opens the annual appreciation hunting licence's cheaper tier, so this is a distinct product with its own threshold. Price varies with age from 50, and again at a 100% permanent and total rating.
A lifetime hunting licence instead of an annual one, from a 40% rating
Lifetime Appreciation Fishing Licences from a 20% Rating — Freshwater and Saltwater
A resident veteran rated 20% or more may buy a LIFETIME appreciation fishing licence — freshwater, saltwater, or both — in place of buying an annual one every year. The gate is the same 20% that opens the annual appreciation licence; what is different is that you buy it once. The price varies with age, and is lower from 50.
A lifetime freshwater and/or saltwater fishing licence instead of an annual one
Appreciation Hunting — $17.70 at 50%, $3.60 at 100%
The Disabled Military Veterans Appreciation hunting licence is $17.70 at a 50% VA disability and $3.60 at 100% — against $34.35 for the standard resident all-game licence.
$17.70 at 50%+; $3.60 at 100% — the standard all-game licence is $34.35
Appreciation Fishing Opens at 20% — Freshwater and Saltwater Both
The Disabled Military Veterans Appreciation licence needs only a 20% VA disability — the lowest recreation threshold we have verified in any state — and it covers an annual saltwater licence as well as freshwater. The department FAQ states the gate; the current price is not on a page we could read.
Discounted annual freshwater AND saltwater fishing licences from a 20% rating — standard freshwater licence $17.00
Free State Park Admission — and 15% Off Lodging Under Parks for Patriots
Active-duty members and honourably discharged veterans who live in the state are admitted to state parks free on any day the park is open to the public. Non-resident active and retired personnel are admitted free on state and federal holidays. Under Parks for Patriots the admission waiver is joined by a 15 percent discount on lodging at lodges, cabins and campgrounds across the state parks system.

The Honored Veteran Parking Placard — for Valor and POW Plate Holders
A veteran who holds, or could hold, one of the valor, prisoner of war or Legion of Valor distinctive plates may obtain an Honored Veteran parking permit, authorising parking in designated veteran parking spaces. It turns on the plate category rather than on a disability, so it is not the disabled parking placard and does not do that placard's job.

Disabled Veteran Registration Fee Exemption — First Plate, Any Rating
A service-connected disabled veteran's first plate is exempt from registration and plate-issuance fees at any compensable rating. At 51% and above the vehicle may be any weight and additional plates cost $5 a year — and a vehicle the federal VA helped pay for is exempt from ad valorem tax as well.
First plate exempt from registration and issuance fees; $5 a year for additional plates at 51%+; full ad valorem exemption on a VA-financed vehicle
Gold Star Family Plate — One Free Plate, and a Wider Family Than You Would Guess
One Gold Star Family plate is issued to an eligible family member with no issuance fee and no ad valorem taxes; any further plates are at the normal fees and taxes. Eligible family reaches well beyond the immediate household: a spouse, a parent including a step or foster parent standing in loco parentis, a sibling whole, half or adoptive, a child or stepchild, a grandparent or legal guardian, or the next of kin designated by the Department of Defense. The plate turns on the overseas death certificate or the Report of Casualty, and if the applicant is not named as next of kin on either, the veterans department will issue a notarised affidavit certifying the relationship instead.
One plate free of the issuance fee and of ad valorem taxes
Eight Valor Plates for Life — and They Do Not All Cost the Same
A permanent distinctive plate is issued for the Medal of Honor, Purple Heart, Legion of Valor membership, Distinguished Flying Cross, Silver Star, Bronze Star, Air Medal, or recognised former prisoner of war status. It is kept for life, and on the recipient's death the surviving spouse may retain it until remarriage. What it costs depends on which category you hold: the Medal of Honor, POW and Legion of Valor plates carry no registration fee and no ad valorem tax, a Purple Heart plate is free of the registration fee but not the ad valorem tax, and the remaining four pay the regular fees plus $25 a year for each plate.
A permanent plate for life — free in some categories, $25 a year in others

H-3 Homestead Exemption — Total, at Total Disability
The homestead comes off the roll entirely — state and local, up to 160 acres, no income cap — for a person permanently and totally disabled. A general law that a 100% permanent and total veteran walks through.
The homestead exempt in full, up to 160 acres
A Specially Adapted Housing Home Is Exempt from Property Tax, Whatever It Is Worth
A home acquired under the VA specially adapted housing grant is exempt from all ad valorem taxation regardless of value — no acreage cap and no separate disability test at claim time, because acquiring the home under the grant is itself the gate. An unremarried surviving widow or widower keeps the exemption while they own and occupy the home. This is a different statute from the H-3 disability homestead, which requires permanent and total disability and caps at 160 acres.

business(3)
A $2,000 Income Tax Credit for a Veteran-Started Business
A recently deployed, unemployed veteran who holds at least 50% of an Alabama start-up begun after 2 April 2012 may claim a $2,000 nonrefundable income tax credit, in a year the business made at least $3,000 of net profit. It cannot be claimed where an employer has claimed the hiring credit for the same veteran. The credit runs to 31 December 2028 unless the legislature extends it.
A $2,000 nonrefundable income tax credit
Disabled Veteran's Business and Occupational Licence Reduction
A wartime veteran disabled 25 percent or more, running a business through their own efforts with no more than one helper, has state, county and municipal business licence taxes reduced by up to $25 each.
Up to $25 off the state, county and municipal licence tax each
Preferred Vendor Status — 5% of Headroom, and It Is Discretionary
A business here that is more than 50% veteran-owned may be treated as a preferred vendor under the state competitive bid law, allowing its bid to be chosen over a lower one as long as it is no more than 5% higher.
A bid up to 5% above the lowest may still be selected

A Free Pistol Permit for Military Retirees
A person otherwise eligible for a pistol permit who retired from active duty in any branch, or from any reserve or National Guard component, is issued the permit without a fee. It is the retirement that matters, not a disability rating — and it reaches Guard and reserve retirees, not only active-duty ones.
The pistol permit fee waived
Your Licence Survives the Deployment — Good Standing Into the Following Year
A licensed or certified member of the armed forces who deploys must be left in good standing by the licensing body until at least 31 December of the first year after the deployment ends, and boards may accept military education, training or service toward licensure.
Licence held in good standing through deployment; military training may count toward licensure
Free Recording of a DD Form 214 — and the Record Is Then Sealed
A probate judge records a discharge or DD Form 214 free of charge, and the recorded copy is confidential once filed. Six categories of person may inspect it; letting anyone else see it is a misdemeanour carrying a fine of up to $5,000.
Recording at no charge, and a confidential record afterwards
One Free Copy of a Birth, Marriage or Divorce Record for a VA Claim
One copy of a public record — a birth or marriage certificate, a divorce decree — is furnished free of charge when the federal VA requires it to determine eligibility for a benefit.
One copy of the required record, free of charge
The Veteran Mark on the Licence — Free at Renewal, Paid If You Rush It
Available since 2013 on an honorable or general-under-honorable discharge. It costs nothing at first issue or at renewal. Adding it in between costs the price of a duplicate licence, so the timing of the request is the whole decision.
No extra charge at first issue or renewal; a duplicate licence fee if added in between
other(8)
Military Retirement Pay — Fully Exempt
Military retirement pay is exempt from Alabama income tax in full — the Department of Revenue lists it among exempt income outright, with no age gate, cap or election. Survivor benefits derived from that retirement are exempt on the same terms, so a surviving spouse receiving an annuity does not pay state, county or municipal income tax on it either.
100% of military retirement pay — and survivor benefits derived from it — excluded from state income tax
State Veterans Memorial Cemetery at Spanish Fort — Pre-Register Now
Interment at the state veterans cemetery at Spanish Fort, staffed and funded by the State through the veterans department. A veteran and spouse can establish eligibility in advance rather than leaving it to the week of a funeral.
Interment at the state veterans cemetery; no fee schedule is published
Death on Deployment — 180 Days Before a Foreclosure May Start
A mortgagee may not begin a foreclosure against the surviving spouse or the estate of a borrower who dies while deployed overseas on active duty, for 180 days after the death. It reaches mortgages entered into on or after 1 August 2009.
180 days in which no foreclosure may be started
Credit Under Federal Veterans Legislation Is Outside the Usury Law
Debts and extensions of credit incurred under any Act of Congress relating to veterans benefits are exempt from this state’s usury law and from any state limit on interest rates. This is listed among the benefits; it is a limit removed, not a protection added.
No state interest-rate ceiling applies to this credit
Use of National Guard Facilities — Including Buying Fuel There
The state National Guard allows named categories of veteran to use its facilities, including buying petrol where it is sold. The list reaches retirees, Medal of Honor and Purple Heart recipients, former prisoners of war, service-connected disabled veterans, and their VA-recognised caregivers.
Access to Guard facilities, including fuel where sold
Women Veterans Coordinator — a Post Created in June 2026
The state veterans department created its first Women Veterans Coordinator post in June 2026. The role is to work directly with veterans, community organisations and partner agencies to expand outreach, increase engagement and raise awareness of programmes and benefits available to women veterans.
A named state coordinator for outreach, engagement and referral
Veterans Service Offices — Sixty-Two Counties, and What They Will Actually Do
The state veterans department runs veterans service offices in 62 counties across four districts. They file compensation and pension applications, appeal decisions, file survivors’ death benefits, apply for aid and attendance and housebound benefits, certify claim documents, request service records, pursue discharge upgrades and apply for special veteran plates.

Military Records — the Expedited Route at a Death, and the Guard’s Own Archive
The state veterans department publishes the expedited route for obtaining a discharge document when a death has occurred — proof of death, the burial date and time, and a fax number — and a separate route for state National Guard records covering the NGB 22, NGB 23, DD 214, retirement letter, medical records, discharge order and survivor benefit plan forms.

Common questions about Covington County veteran benefits
- What can I claim here?
- The Alabama statewide records apply in every county. We have not researched county-level programmes here, so this page shows state law and complete geography rather than a local layer.
- What is it worth in this county?
- Dollar figures use the county's EFFECTIVE property tax rate - what homeowners there actually paid per dollar of home value, from the Census ACS 2023 five-year file. It is an estimate for sizing a saving; the levy table on your own bill governs.
- Where do I file for a veteran property tax exemption in Covington County?
- File with your County assessor. The form and deadline are on each benefit record.
- What document does the Covington County County tax assessor accept as proof?
- The statute sets what must be proved. An office may tell you which document it prefers, but it may not add a requirement the statute does not contain. We have not researched per-county document quirks in Alabama.
