The County Must Record Your DD-214 Free — and Many Give You Certified Copies
Under ORS 408.420 an Oregon county clerk MUST record a veteran's discharge papers in a dedicated indexed record, and there is NO RECORDING FEE for a resident veteran. The residency test has two doors: an ACTUAL RESIDENT OF THE COUNTY, or a resident AT ENTRANCE INTO SERVICE. Many counties go further and issue certified copies to the veteran free, though that is county practice rather than statute — ask yours. The practical value is a certified copy in an afternoon rather than weeks waiting on a federal archive.

Oregon's Special Access Pass gives a resident veteran with ANY level of service-connected disability free tent, RV and standard horse-camp camping, and free day-use parking at fee parks. No minimum percentage: a VA letter documenting service connection is what is asked for. The limits are how it is rationed rather than who gets it — FOUR NIGHTS AT A TIME at a single park, or four nights per calendar month. YURTS, CABINS, RESERVATION FEES AND EXTRA-VEHICLE CHARGES ARE NOT COVERED. You need an Oregon driver licence or ID with the application.

Oregon subtracts military retired pay attributable to service BEFORE 1 OCTOBER 1991. If all your creditable service predates that date, the whole payment is subtracted. Otherwise it is PRORATED: months of creditable service before 1 October 1991 over total months of service. So a career spanning the date is partly exempt, and the calculation is arithmetic rather than a yes-or-no test. This is not a headline exemption and it is easy to skip — but for a retiree who entered service in the 1970s or 1980s the exempt share can be most of the payment.

Oregon waives tuition at its public universities and at OHSU for the family of a service member who DIED ON ACTIVE DUTY, died of a service-connected disability, is 100% SERVICE-CONNECTED DISABLED, or received the PURPLE HEART. The scope is the striking part: UP TO FOUR YEARS' FULL-TIME CREDIT HOURS toward a baccalaureate AND UP TO TWO YEARS toward a MASTER'S. Very little in this corpus reaches postgraduate study. The waiver may be reduced by other aid. You must be an Oregon resident.

Oregon runs no state veterans cemetery and no state burial assistance fund. Burial and the money that goes with it are federal: the national cemeteries and the VA's burial allowances. The Indigent Disposition Program is regularly mistaken for a state burial fund — it partially reimburses funeral homes that handle indigent deaths, and by law members of the public cannot apply to it.

Two of them do work an ordinary claim office rarely does: trauma-related claims, and records corrections and discharge upgrades.

The veterans department publishes what happens to a veteran’s federal benefits during incarceration and what routes exist out of prosecution. There is no statewide veterans court entitlement: diversion depends on the district attorney’s case-by-case judgment. Compensation for a veteran rated 20 percent or more drops to the 10 percent rate after 60 days of imprisonment on a felony conviction.

The veterans department provides professional fiduciary services managing the income and assets of veterans found incompetent by the federal department to manage their own federal resources — paying bills, collecting debts owed to the veteran, dealing with creditors, and buying or selling property. A division of the veterans department built around the state’s ageing veteran population, with an outreach coordinator whose work is directed at veterans receiving in-home care or care in long-term facilities. A parent, sibling, spouse or dependent of a person killed in action during an armed conflict may take the Gold Star Family plate. The certification form states that no proof need be submitted — you sign for it. The plate carries a $2.50 per plate per year surcharge, and the same form tells you how to have it waived: ask at the counter, or write "waive surcharge" on a mailed application.
