The Disabled Veterans' Moose Hunt — Permit, Guide, Lodging and Meals, Free and Once Only
Maine runs a five-week controlled moose hunt in central Aroostook County for veterans rated 50% or higher, providing the permit, a registered Maine Guide, lodging, meals and equipment AT NO COST. It is ONCE IN A LIFETIME: a veteran who has ever tagged a moose through this hunt can never enter again. You need hunter safety training or a Maine hunting licence. The 2026 application deadline is 18 May 2026.

26 M.R.S. §811 gives a National Guard or Reserve member ordered to state or federal military duty a leave of absence AS OF RIGHT, from ANY public or private employer, and reinstatement preserving pay, seniority, benefits and status as if continuously employed. The return-to-work windows are graduated by length of service — 24 hours after three days or less, up to 90 days after a long tour. A service-related disability that prevents you doing the original job triggers placement in an equivalent one.

$6,000 of just value comes off for a wartime veteran at 62, or at any age for a veteran receiving a federal pension or compensation for total disability — service-connected or not. The same $6,000 reaches an unremarried surviving spouse or minor child of a deceased eligible veteran, and an unremarried parent aged 62 or over of a veteran whose service-connected death draws federal compensation.

A dedicated, non-lapsing state fund under 37-B §505 pays a grant of up to $2,000 to a resident veteran on one of two routes: waiting on a decision after filing a valid VA pension claim, or financial need plus an emergency. It operates as the Veterans' Emergency Financial Assistance Program, and applications go through the bureau's contracted provider, Fedcap — Veterans Forward, on 844-653-0316. Eligible uses include vehicle repairs needed to keep a job and dental emergencies up to $500, as well as uninsured fire, flood or storm damage and hardship that would leave the veteran homeless.

A member of the Maine National Guard in good standing is entitled to a 100% tuition benefit at a state postsecondary institution, full-time or part-time. At a private non-profit institution the benefit is capped at last year’s in-state University of Maine at Orono rate. It buys one credential at each of three levels: baccalaureate, associate, and certificate or licensure.

A homeowner who is 65, or who cannot be employed by reason of disability on 1 April, may defer the property tax on their homestead. The income ceiling is $80,000 for a sole owner and the liquid asset ceiling $100,000; for multiple owners the figures are $80,000 and $150,000. The claim is filed with the municipal assessor between 1 January and 1 April.

Neglect after 14 days' notice carries a penalty of up to $100.

Maine’s residential landlord-and-tenant law was read in full and contains no military lease-termination provision: no notice rule for deployment or a permanent change of station, no cap on an early-termination charge, and no route for a spouse. The termination rights the chapters do create are the 30-day and 7-day notices, and a 7-day or 30-day route for victims of domestic violence, sexual assault or stalking. A servicemember’s route is the federal Servicemembers Civil Relief Act.

The Home Energy Assistance Program helps qualified homeowners and renters pay heating costs, with emergency fuel delivery and energy-related repairs, and HEAP eligibility in turn opens the Low Income Assistance Plan credit on the electricity bill. Eligibility is decided by household income and size — $38,070 a year for one person and $73,213 for four in the 2026–2027 season — and there is no veteran route into either.

Maine has its own Servicemembers’ Civil Relief Act. Where military duties materially affect a member’s ability to appear, the court SHALL allow testimony and evidence by telephone, video teleconference or the internet, and SHALL hold an expedited hearing, unless good cause is shown. In a parent-child contact case the court shall allow the member to transfer contact rights temporarily to a blood or marriage relative with a significant connection to the child. A stay is also available, but only to Guard and Reserve members.

The leave may be unpaid, but the job — or an equivalent one — must be there afterwards.

The Coordinated Veterans Assistance Fund pays $15,000 annually to a veterans’ service organisation that has run a programme of providing transportation to veterans receiving medical services at the Veterans Administration Hospital at Togus, or at outreach centers of that hospital. The same fund pays $64,500 a year to each organisation maintaining a veteran service officer at Togus, and the director must report the distributions to the Legislature every February.

Maine has veterans treatment courts in statute: a specialized sentencing docket in select criminal cases where the defendant is a veteran or a member of the United States Armed Forces, which the Chief Justice of the Supreme Judicial Court may establish. State departments may seek federal funding and contract for them, and the Administrative Office of the Courts may coordinate treatment and social services. They sit in Cumberland and Kennebec counties.

The Hunting Opportunities for Disabled Veterans Fund is a nonlapsing fund administered by the director of the Bureau of Veterans’ Services for the purpose of supporting hunting opportunities in this state for disabled veterans. The director, with help from the Department of Inland Fisheries and Wildlife, requests proposals from organisations that provide disabled veterans with hunting opportunities, and funds those judged most effective.

A gold star family registration plate is issued on application and proof of eligibility, and since 2019 the holder is exempt from the registration fee under 29-A M.R.S. §501. A disability plate or placard is issued on a medical certificate that the applicant’s ability to walk is impaired in one of seven listed ways. The Bureau of Motor Vehicles charges no additional fee for either. A vehicle displaying a placard or a disability plate parks free at a meter and for twice the posted time limit. A veteran certified 100% disabled may be issued the placard at no fee alongside the disabled-veteran registration.

The Secretary of State must, on request, issue a driver’s licence or non-driver identification card carrying a military service designation to a serving member or an honourably discharged veteran. Adding it at renewal costs nothing; adding it in between costs the $5 duplicate credential fee. It is a proof-of-status card that named businesses and the state park system accept in place of a DD214.

The Maine State Ferry Service tariff is the whole fare authority for the six island routes, and it names every concession it gives: children under six free, a minor fare, free passage for island school students and school employees, complimentary walk-on passage for retired ferry service employees, and a five-for-four commuter book. There is no veteran fare, no disabled-veteran fare, and no Purple Heart or Medal of Honor provision anywhere in it.
