How to claim it

  1. 1Bring certification from the United States Department of Veterans Affairs — or a branch of the armed forces — of the permanent disability and receipt of 100% service-connected benefits; the Secretary of State then issues the registration with no annual fee, and the special designating plates on request.
  2. 2The no-fee registration reaches up to three vehicles owned by the veteran, each of registered gross weight not more than 26,000 pounds.
  3. 3Claim the municipal excise tax exemption at the same town office visit — the veterans bureau lists it for veterans receiving any form of federal pension or compensation for total service-connected disability, proved with a current VA Benefit Summary letter.
  4. 4A disability parking placard is available alongside the disabled-veteran registration at no fee.

CorrectionSummaries stop at "free plates". The statute waives the annual registration fee itself, on up to three vehicles at once — and the excise tax, which towns collect on every registration and which usually dwarfs the registration fee, is exempt for total service-connected disability through its own provision.
Worth knowingThe eligibility wording is double-barrelled: certification of the permanent disability AND of receipt of 100% service-connected benefits. A temporary 100% rating does not read onto it.
