PennDOT prints an American-flag veterans designation on a driver's licence, photo ID or CDL at NO FEE FOR THE DESIGNATION ITSELF, though the ordinary issuance, renewal or duplicate fee still applies. It is open to anyone who received a DD-214 or equivalent for service including the reserve component or National Guard, discharged under conditions other than dishonorable. PENNDOT STATES PLAINLY THAT IT CONFERS NO AUTOMATIC DISCOUNT — it is identification, not entitlement. Retailers and venues may honour it; the Commonwealth promises nothing.

CDL Tests Waived on Two Years of Military Driving
Pennsylvania waives the CDL KNOWLEDGE AND/OR SKILLS tests for a resident who is active or reserve duty military, or a recently honorably discharged veteran, with AT LEAST TWO YEARS' experience operating a commercial motor vehicle as part of their military job. The two-year experience bar is higher than most states, which typically ask for twelve months — but in exchange the knowledge test is on the table, not just the road test. The paperwork runs forms DL-31CD and DL-11CD, then DL-398 at a Driver License Center.

Waterfowl Days Reserved for Veterans — Outside the Regular Season
Pennsylvania sets aside extra waterfowl hunting days for veterans as defined at 38 U.S.C. §101 and for members of the Armed Forces on active duty. Some are shared with junior hunters and some are VETERAN AND MILITARY ONLY. For 2026-27 the zone dates are Lake Erie 24 October, Northwest 26 September, North 31 October and South 7 November, with veteran and military-only days on 16 AND 23 JANUARY. You still need a Pennsylvania hunting licence, a Migratory Game Bird Licence and, at 16 or over, a federal duck stamp.

A veteran or a current reservist or Guard member who owns and controls a small business pays NO FEE required by the Commonwealth OR BY A POLITICAL SUBDIVISION for starting or opening a business in Pennsylvania. The breadth is what makes this worth knowing — it is not one agency's fee schedule but any start-up fee, covering Department of State filing fees and initial Bureau of Professional and Occupational Affairs fees among others. THE EXEMPTION IS FOR STARTING, NOT FOR RENEWAL OR MAINTENANCE, so year two costs what it costs anyone.

A State Grant for POW and MIA Children — Parental Income Ignored
PHEAA makes a need-based undergraduate grant to the child of a servicemember who served on active duty after 31 JANUARY 1955 and is or was a prisoner of war or listed as missing in action. The provision that changes who gets it: NEED IS DETERMINED WITHOUT REGARD TO PARENTAL INCOME under 22 Pa. Code §121.116. A grant that is need-based but ignores what the parents earn reaches families who are refused everywhere else. The servicemember must have been a Pennsylvania domiciliary for 12 CONSECUTIVE MONTHS IMMEDIATELY BEFORE active-duty service.

Guard Tuition at the PASSHE Rate — the Price Is a Six-Year Commitment
Pennsylvania's Educational Assistance Program pays a serving Guard member an annual benefit equal to the IN-STATE TUITION RATE PLUS TECHNOLOGY FEE charged at a State System of Higher Education school — whatever school you actually attend, so at a more expensive institution it is a fixed contribution rather than full cover. You must attend a Pennsylvania school on a PHEAA-approved programme, at least part time. The consideration is real: A SIX-YEAR SERVICE COMMITMENT. Students who already hold a bachelor's degree may receive a reduced benefit.
