Pennsylvania's Educational Assistance Program pays a serving Guard member an annual benefit equal to the IN-STATE TUITION RATE PLUS TECHNOLOGY FEE charged at a State System of Higher Education school — whatever school you actually attend, so at a more expensive institution it is a fixed contribution rather than full cover.
