  • You are the veteran, or the surviving spouse of one.
  • The discharge was under honorable conditions after a period of active duty.
  • You have a direct and immediate need you cannot presently meet.
  • Your home is in Pennsylvania.

How to claim it

  1. 1Go to your County Director of Veterans Affairs, not to Harrisburg — the county office is where the application is made.
  2. 2Bring the DD214 and evidence of the circumstance: the job loss, the illness, the disaster. The test is a direct and immediate need from circumstances beyond your control.
  3. 3Expect to show you cannot get enough from other state or federal programmes first — VTA sits behind them, not in front.

Worth knowingA veteran with a service-connected disability qualifies on the disability itself even where the discharge route is in doubt — the programme accepts either.
Worth knowingDo not confuse this with the Military Family Relief Assistance Program. VTA is the veterans programme, capped at $1,600, through your county office. MFRAP reaches serving members and recent medical discharges, goes to $5,000, and is filed with DMVA directly.
Known gapThe surviving-spouse route is limited to an unmarried surviving spouse, and we do not ask about remarriage here — if you have remarried, the programme page says the route closes.
