What is CHAMPVA?
CHAMPVA is a comprehensive healthcare program that provides coverage for the spouses and dependent children of certain veterans. It's designed to share the cost of covered healthcare services and supplies with eligible beneficiaries who are not eligible for TRICARE.
Family Healthcare Coverage
CHAMPVA provides healthcare coverage similar to TRICARE, helping eligible family members access medical care, prescription drugs, and other healthcare services at reduced costs.
Eligibility Requirements
You may be eligible for CHAMPVA if you do not qualify for TRICARE and are:
Spouse or Dependent Child of:
- A veteran who has been rated permanently and totally disabled from a service-connected disability
- A veteran who died from a service-connected disability
- A veteran who was at the time of death rated permanently and totally disabled from a service-connected disability
- A service member who died in the line of duty, not due to misconduct (if not eligible for TRICARE)
Important Definitions
Permanent and Total Disability
A disability rating of 100% that is not expected to improve, as determined by the VA.
Service-Connected Disability
An injury or illness that was caused or made worse by military service.
Medicare and CHAMPVA
Medicare Requirement
If you are 65 years of age or older and eligible for Medicare, you must be enrolled in Medicare Part A and Part B to maintain CHAMPVA eligibility.

CHAMPVA Cost Structure
Outpatient Services
- • CHAMPVA pays 75% of allowable charges
- • You pay 25% of allowable charges
- • Annual deductible: $50 per person
- • Maximum family deductible: $100
Inpatient Services
- • CHAMPVA pays 100% of allowable charges
- • No deductible for inpatient care
- • Per-day copayment may apply
- • Annual catastrophic cap protects you
Catastrophic Cap
CHAMPVA has an annual catastrophic cap that limits your out-of-pocket expenses. Once you reach this limit, CHAMPVA pays 100% of allowable charges for covered services for the rest of the year.
2025 Catastrophic Cap: $3,000 per family per year

Using Your Benefits
Finding Providers
CHAMPVA allows you to see any provider who accepts CHAMPVA patients. Most providers who accept Medicare also accept CHAMPVA.

Claims Process
Most providers will file claims directly with CHAMPVA. If you need to file a claim yourself, use VA Form 10-7959a.
