Civilian Health and Medical Program

Comprehensive Coverage

CHAMPVA provides comprehensive healthcare coverage for eligible children of veterans, covering a wide range of medical services and treatments.

Eligibility Requirements:

  • Child of veteran rated permanently and totally disabled
  • Child of veteran who died from service-connected disability
  • Child of service member who died in line of duty
  • Must not qualify for TRICARE

Age Limits:

  • Under age 18 (unmarried)
  • Ages 18-23 if full-time student
  • Any age if permanently incapable of self-support
  • Coverage ends at marriage (with exceptions)

Important Note:

Children who become eligible for CHAMPVA before age 18 retain eligibility until age 23 if they remain unmarried and are full-time students.

Cost-Sharing Information

CHAMPVA is a cost-sharing program where the VA covers a significant portion of healthcare expenses. Families typically pay:

  • 25% of most covered services
  • Annual deductible applies
  • Annual catastrophic cap protection
  • No cost for preventive care

How to Apply for Coverage

Verify Eligibility

Confirm that your child meets CHAMPVA eligibility requirements:

  • • Veteran parent has qualifying service-connected disability or death
  • • Child meets age and dependency requirements
  • • Child does not qualify for TRICARE

Gather Required Documents

Collect necessary documentation for the application:

  • • Child's birth certificate
  • • Veteran's DD-214 and VA rating decision
  • • School enrollment verification (if applicable)
  • • Other health insurance information

Submit Application

Complete VA Form 10-10d (Application for CHAMPVA Benefits) and submit with supporting documents to the CHAMPVA office.

Special Considerations

College Students

Children ages 18-23 must be enrolled as full-time students to maintain CHAMPVA eligibility. Submit school enrollment verification annually.

Other Insurance

If your child has other health insurance, CHAMPVA typically serves as the secondary payer, helping cover costs not paid by the primary insurance.

Special Needs

Children with permanent disabilities may be eligible for extended CHAMPVA coverage beyond normal age limits.

Family Coverage

All eligible children in the family can receive CHAMPVA coverage. Each child must be individually enrolled in the program.
