HCTRA Veteran Discount Tolling Program — Free Tolls in Harris County

A 100% toll discount across HCTRA's network for a qualifying plate — but only after you enrol an EZ TAG account. It is not automatic.

HCTRA waives tolls entirely across its network — roughly 119 miles in Harris County — for a vehicle with a Disabled Veteran, valor award or Purple Heart plate.

Unlike TxDOT, it is not automatic. You must enrol an EZ TAG account and file a vehicle declaration first.

The thing most people get wrong

Enrolment is not paperwork, it is the benefit

§372.053 lets a toll project entity run a discount programme for "electronic toll collection customers" whose account is linked to the qualifying vehicle. Read that carefully: the discount attaches to an enrolled ACCOUNT, not to a plate seen by a camera. A veteran with a perfectly valid Disabled Veteran plate who drives the Sam Houston Tollway without enrolling is billed in full, and is entirely correctly billed. TxDOT roads work the other way — the plate alone is enough there — and that inconsistency between two operators in the same city is the single most expensive misunderstanding in this part of the corpus.
