What it's worth: Three percentage points added to the bid score
- Three points on a scored evaluation. It decides close bids and nothing else — no contract is reserved.
- Where a solicitation is awarded on lowest price rather than on a score, there is no score for the points to attach to.
Who is entitled to it
- You served in the U.S. armed forces.
- You own, or are forming, a business.
- You have a compensable VA disability rating.
- Your home is in Oklahoma.

How to claim it
Deadline: With the bid response — it cannot be added afterwards- 1Register as a vendor with OMES Central Purchasing before you bid.
- 2Tick item 7 on Form CP-076 and enclose three things with the bid response: certification of service-disabled veteran status verified by the appropriate federal agency; verification of not less than 51% ownership by one or more service-disabled veterans; and verification that service-disabled veterans control the management and daily business operations.
- 3Show that the business does business in Oklahoma or maintains an Oklahoma office or place of business — that is a separate condition from ownership.
- 4File the certification with the bid. A preference claimed after the opening is not scored.

CorrectionThis is a three-point scoring bonus, not a set-aside and not a price preference. A bid three points behind on the merits still loses.
Worth knowingThe three certification items on Form CP-076 are cumulative: federal verification of service-disabled status, 51% ownership, AND control of management and daily operations. Ownership alone does not carry it.
