Indigent Veteran Burial Grant — Up to $1,000 Where Nobody Claimed the Remains

The state veterans department reimburses unpaid interment or cremation expenses for an honourably discharged indigent veteran, to a maximum of $1,000 per application. The state veterans department reimburses unpaid interment or cremation expenses for an honourably discharged indigent veteran, to a maximum of $1,000 per application. The eligibility conditions are narrow: nobody claimed the remains, the veteran died in the state, and a headstone or marker meeting federal standards was provided.

  • The section directs the department to establish a programme for the proper interment or cremation of honourably discharged indigent veterans, and to aid in obtaining federal or private burial benefits.
  • Maximum reimbursement shall not exceed One Thousand Dollars ($1,000.00) per indigent veteran application.
  • Eligibility requires that no one has claimed the remains of the deceased veteran.
  • The veteran must have died in the state, and must not have been in the custody of the Department of Corrections at the time of death.
  • The applicant must document the burial location, or where the cremains were permanently placed.
  • The applicant must also document that a proper memorial headstone or marker was provided under 38 U.S.C. §2306, or one meeting the same standards for size, material, composition, placement and informational content where the veteran did not qualify federally.
  • "Veteran" takes the definition in §72-2 — full obligation served, or an early discharge for a medical condition, hardship or reduction in force, and separation honorably or under honorable conditions.
  • Payment comes from the Indigent Veteran Burial Revolving Fund, and from the department’s own revolving fund if that one is empty.

How to claim it

Deadline: Set by the department; the marker and burial documentation must exist before it is approved
  1. 1Read the unclaimed-remains condition first. This is a programme for a veteran nobody claimed — if the family arranged and paid for the funeral, this is not the right route and the federal burial allowance is.
  2. 2Confirm the death occurred in the state. A veteran who died elsewhere and was returned here is not described as eligible by the section.
  3. 3Confirm the veteran was not in the custody of the Department of Corrections at the time of death — that is an express disqualification.
  4. 4Gather the two documents the section names: proof of where the remains or cremains were permanently placed, and proof that a headstone or marker was provided.
  5. 5If the veteran did not qualify for a federal marker under 38 U.S.C. §2306, the section still accepts a marker meeting the same physical standards. Photograph it and record the inscription.
  6. 6Ask the department to help with the federal side too — the section makes aiding the pursuit of federal or private burial benefits part of the programme, not a separate favour.
  7. 7Expect reimbursement of unpaid expenses rather than money in advance, and expect it capped at $1,000.

CorrectionThis is not a general state burial allowance for veterans’ families. Round-ups often present it as one. The unclaimed-remains condition is in the statute and it is the whole point of the programme.
Worth knowingThe state cemetery system is a separate right, in §72-31a, and the corpus already carries it. A veteran interred there does not need this grant; this one exists for the burial nobody else is paying for.
Known gapThe application process is left to the department to develop and the rules to the Veterans Commission to promulgate. Neither the current form nor the rules were opened this session, so no filing deadline is stated here.
