It works everywhere except where you most want it

§295.17 makes the card proof of eligibility for benefits provided by state law to 100% permanently and totally disabled veterans — and then expressly excludes §196.081, §196.091 and §196.24. Those are the three property tax exemptions, the most valuable benefits in the state. For those, you still need a VA letter.

Common mistakes that cost people this benefit

  • Taking the card to the property appraiser and expecting it to serve as proof. The statute excludes exactly that use.
  • Not getting one at all. Several other statutes — §295.16, §295.011, §295.01 — accept it in place of a rating letter.
Worth knowingRead the carve-out carefully. The card proves eligibility for state benefits generally, but §295.17 expressly excludes the three property tax exemptions — §196.081, §196.091 and §196.24 still want a VA letter. A clerk who accepts the card for those is being generous, not following the statute.
