"Non Resident Disabled Veteran" sits on the application beside Resident, Property Owner and Active Duty Military as a way of establishing standing — the disability is doing the work that an address does for everyone else.
CorrectionThis is not a free recreation card, and we have seen it described as one. What the form establishes is that a disabled veteran who lives outside Clearwater may hold a card at all. The fee schedule is a separate document we have not read.
