Wyo. Stat. § 31-7-111(b)(xii) requires the application to include "Documentation issued by the armed forces of the United States that the applicant is an honorably discharged veteran of the armed forces of the United States, if the applicant wishes to have a veteran designation pursuant to W.S. 31-7-141".
The licence contents provision separately lists "A veteran designation in the form of a printed 'V' pursuant to W.S. 31-7-141" among the things the licence may carry.
Neither section sets a fee for the designation, and neither section waives the ordinary licence fee. No figure is published here because none appears in the sections read.
The documentation must be issued by the armed forces. A VA identification card is not what the subsection describes.

How to claim it

1Ask for the designation on the application itself. The statute makes it one of the items the application shall include where the applicant wants the "V".
2Bring documentation issued by the armed forces. That is the statutory wording — a DD Form 214 or an NGB Form 22 is what it describes, not a VA benefit letter.
3The discharge test is a strict one. The section speaks of an honorably discharged veteran, so a general discharge under honorable conditions is a question to raise before you go, not at the counter.
4Expect to pay the ordinary licence or identification card fee. No fee waiver appears in either section.
5Ask for it on a state identification card if you no longer drive. The section applies to the identification card in exactly the same words.
6Time it with a renewal, since the designation is printed on the card and a mid-cycle change means paying for a new one.
