What this benefit is

A full waiver of tuition and mandatory fees at Virginia public institutions, plus a stipend — and it opens at a 90% rating, not 100%.

What it's worth: All tuition and mandatory fees for eight semesters, plus a stipend

  • The waiver covers ALL tuition and mandatory fees at a Virginia public college or university for eight semesters.
  • The stipend toward room, board, books and supplies is set annually by SCHEV and depends on enrolment status, participant numbers and available funding — so it is real but not a fixed figure.

Who is entitled to it

  • It reaches a child or a spouse.
  • You are at least 16.
  • You are within the age window.
  • Your veteran is rated totally and permanently disabled, or at least 90% permanently disabled, from service.
  • You meet the Virginia domiciliary requirements.
  • Your home is in Virginia.

How to claim it

  1. 1Check the eligibility gate that actually decides this one — it is rarely the disability rating alone.
  2. 2Apply through the Virginia Department of Veterans Services before the academic year begins.

Claimed per academic term.
Worth knowingNinety percent, not one hundred. Almost every comparable dependant programme in this corpus requires a 100% or total rating, and a family whose veteran is rated 90% has every reason to assume they are outside it.
Worth knowingIt reaches the SPOUSE as well as a child aged 16 to 29, which is broader than most.
Known gapThe programme has been under active review over its cost to institutions, and the stipend in particular is funding-dependent. We publish the statutory waiver and describe the stipend as variable rather than quoting a figure.
