Utility Bills — There Is No Veteran Discount in Virginia, and Here Is What There Is Instead
We looked for a veteran rate, credit or preference in Virginia’s energy assistance statutes, the social services department’s own programme page, and the dominant electric utility’s residential tariff list. None of them mentions veterans at all. The help that exists is income-tested, and the income thresholds are the numbers worth knowing.

We looked for a veteran rate, credit or preference in Virginia’s energy assistance statutes, the social services department’s own programme page, and the dominant electric utility’s residential tariff list. None of them mentions veterans at all. The help that exists is income-tested, and the income thresholds are the numbers worth knowing.
What it's worth: No veteran-specific utility discount found — the routes that exist are income-tested

- The Percentage of Income Payment Program threshold in the statute is a household income at or below 200 percent of the federal poverty guidelines, for retail electric customers of a Phase I or Phase II Utility, with the eligibility provision expressed as effective 1 January 2027.

How to claim it
Deadline: Fuel Assistance opens the second Tuesday in October; Crisis Assistance runs 1 November to 15 March; Cooling Assistance runs 15 June to 17 August- 1Do not spend time hunting for a veteran rate. The department’s own Energy Assistance page, the statute establishing the Home Energy Assistance Program, the statute establishing the Percentage of Income Payment Program, and the dominant electric utility’s residential rate schedule list were each read on 23 August 2026, and none of them mentions veterans, military service or VA disability compensation.
- 2Apply on income instead, and mind the calendar — the application windows are short and are the commonest reason a household misses out. Fuel Assistance runs from the second Tuesday in October to the second Friday in November.
- 3If the heat or the cooling has already failed, that is Crisis Assistance, which runs from 1 November to 15 March and is a different component from Fuel Assistance.
- 4Cooling Assistance covers cooling bills and equipment and runs from 15 June to 17 August. Weatherization Assistance is the fourth component and is about efficiency rather than a bill.
- 5Ask the local department how VA disability compensation is treated in the gross monthly income calculation before you assume you are over the threshold. We did not read the department’s Energy Assistance manual this session and will not guess at it.
- 6Ask your electric provider directly whether it operates a hardship fund or a payment arrangement outside its published tariffs. A programme that is not a tariff would not appear in the rate schedule list we read.

CorrectionGuides that promise a "veterans utility discount" in the Commonwealth are describing something we could not find in the statute, in the administering department’s own programme page, or in the dominant utility’s residential tariff list. Plan on the income-tested route.
Worth knowingThe two thresholds are different and both are worth checking: 150 percent of the federal poverty level for Energy Assistance, and 200 percent of the federal poverty guidelines for the Percentage of Income Payment Program as the statute expresses it.
Known gapWe read one utility’s residential tariff index. Virginia has other investor-owned utilities, electric cooperatives, municipal utilities and gas, water and telephone providers, none of which were read. A local co-operative programme would not have shown up in what we looked at.
Known gapHow VA disability compensation is counted in the gross monthly income test is set by the department’s Energy Assistance manual, which we did not read. That single question decides eligibility for many disabled veteran households and should be put to the local department directly.
