South Carolina charges resident tuition at its public colleges, universities and technical colleges to active-duty members stationed in the state and their dependants; to discharged members who evidenced intent to establish South Carolina domicile and lived in the state for the 12 months before discharge; and to COVERED INDIVIDUALS using federal education assistance. For that last group there is NO DURATIONAL RESIDENCY REQUIREMENT — you need only live in South Carolina while enrolled. That is the fastest of the three routes and the one people miss.

How to claim it

  1. 1Work out which of the three routes fits you before applying — they have quite different tests.
  2. 2If you are using federal education assistance, say you are a COVERED INDIVIDUAL. That route has no durational residency requirement.
  3. 3Have the Certificate of Eligibility for the federal benefit, or the DD-214 and evidence of domicile.
  4. 4Technical colleges are included, which matters if you are training rather than taking a degree.
  5. 5Settle it before the term starts; a non-resident bill is harder to unwind afterwards.
