Ohio issues a driver licence or state ID at NO COST to a veteran with a 100% service-connected disability rating — for new issuance, renewal AND duplicate alike, so a lost card costs nothing to replace. Proof is a VA LETTER DATED WITHIN THE PAST YEAR, or a Department of Defense ID stating '100% disabled American veteran'. It must be done IN PERSON at a deputy registrar.
