Ohio charges resident tuition at all its public colleges and universities, with no twelve-month residency wait, to veterans domiciled in Ohio as of the first day of the term. Rule 3333-1-10 has two routes: one or more years of active duty with an honorable or service-related medical discharge, OR AT LEAST 90 DAYS of active duty on the other route. A member KILLED ON ACTIVE DUTY is covered so their family is not left outside. The condition to get right is the timing — domicile AS OF THE FIRST DAY OF THE ENROLMENT TERM, not a year before it.

How to claim it

Deadline: Domicile as of the first day of the term
  1. 1Establish Ohio domicile BEFORE the first day of the term. That timing is the whole condition.
  2. 2Cite OAC 3333-1-10 to the residency office and say which route applies — (C)(4) or (C)(5).
  3. 3Have the DD-214 showing the length of active duty; the two routes turn on one year versus 90 days.
  4. 4Families of a member killed on active duty should apply on that basis; the rule provides for it.
  5. 5Do it before enrolment. Correcting a non-resident bill mid-term is much harder.
