What it's worth: A preference at hiring, and again at promotion, transfer and reduction in force

  • The statute awards a preference rather than a fixed number of points, so its weight depends on the selection process for the post.

Who is entitled to it

  • You were discharged under other than dishonourable conditions.
  • You served during a period of war or a campaign for which a badge or medal is authorised.
  • You have a service-connected disability — the statute reaches a disabling injury suffered for service-related reasons in peacetime too.
  • The statute names spouses, surviving spouses and dependants in their own right.
  • You are a citizen of North Carolina.

How to claim it

  1. 1Submit the DD214 with the state application. The appointing authority verifies eligibility and may ask for more.
  2. 2Claim it again at promotion, reassignment and transfer — this preference does not stop at the first hire, and that is the part most people never use.
  3. 3If your disabling injury happened in peacetime, claim it anyway. The definition of an eligible veteran reaches you even though the headline sentence talks about war.

CorrectionSubsection (c) speaks of service during a period of war, and that is how this is usually summarised. The definition of an eligible veteran in (b)(3) also reaches a veteran who suffered a disabling injury for service-related reasons during PEACETIME, that veteran’s spouse, and the surviving spouse or dependant of someone who died for service-related reasons in peacetime.
Worth knowingThis is not a points system. It applies to initial employment and then again to subsequent hirings, promotions, reassignments and horizontal transfers, and OSHR’s policy adds reduction-in-force. Its value accrues across a career rather than at one hire.
Worth knowingSubsection (c) awards the preference to eligible veterans "who are citizens of the State". A veteran applying to North Carolina from out of state should ask how that is applied to them before assuming it is not available.
Known gapThe statute says a preference is awarded but does not quantify it, and we could not read a published weighting. What it is worth in a given selection is decided by the appointing authority, so we publish the entitlement and not a number.
