Which document will your assessor actually accept?

New York prescribes the exemption forms statewide, so unlike some states the form is never the argument. Two other things are: whether your locality adopted the exemption at all, and whether your VA letter shows the rating that drives the largest part of it.

More than a third of benefit denials nationally are for missing verification documents. This page exists to stop that happening to you.

How to configure your VA Benefit Summary Letter

This is the Tier 1 document — you can download it yourself in about two minutes, and configured correctly it satisfies most counties. The checkbox configuration is the entire trick, and nobody tells veterans what it is.

Tick: combined service-connected evaluation — New York adds an exemption equal to HALF this percentage, so the exact number matters here rather than just a threshold
Tick: whether you are service connected
Tick: military service information, which establishes the wartime or Cold War period your exemption turns on
Leave monthly award amount UNCHECKED — no New York veterans exemption asks for it

Configured this way the letter gives your assessor the percentage and the service period, and discloses no diagnoses. Take your DD214 as well: the wartime, combat and Cold War questions are answered from it rather than from the VA letter.

Your document checklist

Applications that arrive with three or more verification documents are about 20% more likely to be approved. This tracks documents ready, not form fields filled in, because the documents are what decides it.

Where we stop

State and local benefits are outside VA accreditation, so we help you with those all the way through. Federal VA disability claims are different. For anything touching a VA claim we will assemble your context and hand you off to an accredited County Veteran Service Officer or VSO — we will not advise you on the claim itself, and we will never charge you.

One thing we will never suggest: asking the VA to reopen your file to chase a determination. Any request that reopens a claim can trigger a review. Every New York county has a veterans service agency by statute — talk to them first.
