The eligibility test changed in July 2025 — apply again if you were refused
Until July 2025 this award was effectively for combat veterans. From that date it reaches any veteran with at least four years of active duty, whether or not they served in a combat theatre. That is a large expansion and it is recent enough that plenty of people who applied and were turned down under the old rule have not heard about it. If you were refused before mid-2025 for not being a combat veteran, the answer may now be different.
