Appeals in New Jersey run under N.J.S.A. 54:3-21. Deadlines are short, so ask about the appeal window in the same conversation as the refusal.
A refusal that does not name a statutory requirement is not a reasoned refusal. Ask which requirement, in writing, before you argue the merits.
One more thing worth checking
