What this benefit is
New Jersey reserves three percent of state contracting for disabled veteran owned businesses. Certification is free through the Treasury’s registry, and a federally verified SDVOSB can come in on that verification.
What it's worth: A three percent share of state contracting, reserved
- A set-aside reserves contracts rather than adjusting a price, so the value is access to a pool that other bidders cannot compete for — not a discount applied to your bid.
- What that is worth depends entirely on what your business does and whether the state buys it.
Who is entitled to it
- You served in the U.S. armed forces.
- You have a VA service-connected disability.
- The discharge was honorable, or general under honorable conditions.
- Your home is in New Jersey.
Not sure whether that describes you?

How to claim it
- 1Certify before bidding. The set-aside is claimed by being on the register, not by asserting status inside a bid.
- 2Check the two structural tests: the principal place of business must be in New Jersey, and the business must be independently owned and operated with at least 51% owned AND controlled by disabled veterans.
- 3If your business is already verified by the United States Department of Veterans Affairs as a service-disabled veteran-owned business, say so — that verification is an alternative route to the New Jersey category, provided the principal place of business is here.
- 4Certify in every category you fit at once. The Division runs one application across categories, so a business that is also a small business enterprise should not file twice.

Why only one source type: Treasury’s own certification page carries the three percent set-aside, the 51% ownership and control test, the principal-place-of-business test and the federal verification alternative. The statute is published only through third-party mirrors we do not treat as sources, so we cite the certifying division alone.
