What this benefit is

A 250-bed state long-term care home in Tilton. No wartime service is required and there is no minimum age. What you pay turns entirely on assets: above $30,000 you self-pay at $348 a day; below it, room and board is 90% of your monthly income after a $100 deduction. A 70% or higher service-connected rating can mean no cost at all.

What it's worth: Long-term nursing care; $348 a day if assets exceed $30,000, otherwise 90% of monthly income less $100

  • The daily self-pay rate is stated as subject to yearly change.
  • The 10% of income left to you is the personal needs allowance, and it is what pays for anything room and board does not cover.
  • A home is not a countable asset while a spouse, civil union partner or dependent child lives in it.

Who is entitled to it

  • You served in the armed forces, the reserves or the state Guard.
  • Your discharge was honorable.
  • You are in this state.

Answer a few questions about this benefit specifically — we only ask what this one actually depends on, and we stop as soon as we know.

How to claim it

  1. 1Ring the admissions office for the packet. Anyone can make the referral, including the prospective resident.
  2. 2Meet the two gates: honorable discharge from active duty (not active duty for training), a reserve unit, or the state Army or Air National Guard; and either one year of residence here before you apply, or this state named as your home of record on your discharge papers.
  3. 3Expect a one-year look-back on all assets, including a spouse's if you are still married. Above $30,000 in countable assets you self-pay at $348 a day until assets fall below that line; below it, the charge is your total gross monthly income less $100, multiplied by 90%.
  4. 4If you hold a service-connected rating of 70% or more, ask specifically about care without cost — the Home says that route exists for those who meet every other admission requirement.
  5. 5Your doctor completes VA Form 10-10SH and the state medical information form. The admissions committee decides, and a refusal can be appealed in writing within 15 days.
  6. 6Budget two to four months for the whole process, and note that admissions happen only on Tuesdays, Wednesdays and Thursdays.

CorrectionA non-veteran spouse cannot be admitted. The Home's FAQ answers "Can my spouse be admitted?" with: only if that spouse is themselves a veteran who meets the criteria. Couples planning around a state home should know this before they apply, because it is the opposite of what most state home programmes do.
Worth knowingThe Home volunteers a piece of financial advice most agencies would not: if a veteran would be paying 90% of monthly income for room and board and a spouse at home depends on that income, the household may be better off with Medicaid at a different long-term care facility, which offers a monthly allowance to the at-home spouse. That is worth modelling before applying.
Worth knowingThis is a custodial long-term care home, not a Medicare skilled nursing facility — there is no rehab-and-discharge contract with Medicare. Many residents arrive from a skilled facility once rehabilitation potential is exhausted.
Known gapThe governing statute could not be read this session: every state legislative host tried refused the connection, in a browser as well as a fetch. The eligibility and cost figures here come from the Home's own published pages.
