How to claim it

  1. 1Apply on income, not on service. There is no veteran door into any of these three programmes, and asking for one delays the application that would actually work.
  2. 2Check the threshold before assuming you earn too much. At 60% of state median income a single-person household qualifies up to $48,713 and a four-person household up to $93,680 — considerably higher than most people expect an assistance programme to reach.
  3. 3Apply even if you are near the line. The electricity discount is banded from 5% to 86%, so a household just under the ceiling still gets something rather than nothing.
  4. 4Confirm your electricity supplier is one of the four regulated utilities named. Customers of an unregulated supplier are outside the electricity programme, though the fuel and weatherisation programmes are not tied to the same list.
  5. 5Renters should apply too, including those whose heat is included in the rent — the department states expressly that they are eligible for the fuel and weatherisation programmes.
  6. 6Go through your local Community Action Agency rather than the department. That is where eligibility is determined, often in a single visit.

CorrectionVeteran-specific utility discounts are widely assumed to exist and largely do not. That holds here: the department’s eligibility page runs entirely on household income, and neither of the pages read this session mentions veterans at all. What exists is a general programme a veteran household may well qualify for on income alone.
Worth knowingThe 86% top of the electricity discount band is the number worth carrying away. That is not a token reduction — for the lowest-income households it removes most of the bill, and it renews on a twelve month cycle rather than as a one-off crisis payment.
