How to claim it

  1. 1Check the voter registration condition first, because it catches people out: the applicant must be a legal registered voter in the State of Mississippi. It has nothing to do with service and everything to do with eligibility.
  2. 2Basic Training or the ROTC Simultaneous Membership Program must be complete. Warrant officers W1 to CW4 and officers O1 to O4 are eligible.
  3. 3Apply inside the window. Spring runs 1 December to 1 February, Fall 1 July to 1 September, and Summer 1 April to 30 June subject to funding availability.
  4. 4You must be actively serving in good standing — not flagged — and serving through the end of the semester the funds cover, and the courses must finish before your expiration of term of service or mandatory removal date.
  5. 5Maintain a 2.0 GPA for the previous semester in which SEAP funds were used, or satisfactorily complete a vocational course that produces no GPA.
  6. 6The ten-year clock starts at your SEAP start date, not at your enlistment. Once you reach ten years from the first payment the programme closes to you whatever your remaining service.
  7. 7SEAP covers up to an undergraduate degree or a technical certificate only. A member who already holds one should ask what else is available rather than applying here.

CorrectionThe statutory summary and the operating programme say different things and both are true. Miss. Code Ann. §33-7-405 merely AUTHORISES the Adjutant General to pay tuition for "certain members"; the amounts, the GPA rule, the ten-year window and the voter registration condition are all programme rules published by the Military Department, not statutory entitlements. They can change without a change in the law.
