- The preference is applied within a selection process for the state classified service. It does not create an entitlement to appointment — the registration page says so directly.
- Its value depends entirely on how competitive the posting is, so we put no dollar figure on it.
Who is entitled to it
- Rule 3-8 reaches you — as the veteran, or as a qualifying spouse or surviving spouse.
- You served in the U.S. armed forces.
- You are the spouse of a veteran with a service-connected disability above 50%.
- You are a surviving spouse.
- The discharge was honorable, or general under honorable conditions.
- Your home is in Michigan.

How to claim it
- 1Register first, apply second. The preference requires a registration with the Civil Service Commission; applying for a vacancy without it gets you nothing, and the two are separate steps on the same site.
- 2Check the service test: 90 days of active duty and an honorable discharge from active duty. A servicemember within six months of separation may register early on suitable proof of a likely honorable discharge, and must notify civil service staff if the discharge turns out otherwise.
- 3Attach the right document for your status — a DD Form 214 Member 4, an NGB Form 22 or an equivalent VA form for a veteran; that plus current disability compensation or disability retirement documentation for a disabled veteran; a Statement of Service for someone still serving.
- 4A spouse of a veteran with more than 50% service-connected disability adds a marriage certificate to the discharge and compensation documents. A surviving spouse adds a marriage certificate and the veteran’s death certificate, plus a child’s birth or adoption certificate where a child is involved.
- 5Remember it is not only for new hires. Rule 3-8 reaches later promotional opportunities inside the classified service, so registering matters after you are already employed by the state.
- 6Ask separately about military service credit and the degree waiver — both are state hiring provisions distinct from Rule 3-8, and neither is applied by registering for the preference.

CorrectionIdentifying yourself as a veteran on a job application is not claiming the preference. Rule 3-8 requires a separate registration with the Civil Service Commission, and without it the preference is simply not applied.
Worth knowingThe preference is not confined to getting in the door. It applies in selection processes for later promotional opportunities as well, which is worth knowing to anyone already in the classified service.
Known gapWe could not read the text of Rule 3-8 itself — legislature.mi.gov would not present a certificate we could verify and the Civil Service rules document was not reachable. The point values and the mechanics of how the preference is scored are therefore unpublished here; the registration page states who qualifies and what to file, not by how much a score moves.
Worth knowingTwo separate provisions sit alongside the preference and are easy to miss: purchasable service credit for active-duty time toward state retirement, and a waiver of the bachelor’s degree requirement for many state jobs where a veteran completed at least two years of active federal service at the rank of E-6 or above.
