What this benefit is

A state fund of last resort pays up to $10,000 on a need-based claim in a twelve-month period for mortgage or rent, utilities, vehicle payments, insurance and repairs, food, clothing and other basic life needs — for honorably discharged veterans and serving Guard and reserve members who live in this state.

What it's worth: Up to $10,000 on one claim per active-duty order in a twelve-month period

  • The department states the cap as up to $10,000 "for one claim per active-duty order in a twelve month period", which is an order-linked cap for a serving member and a per-claim cap for a veteran.
  • The figure is a ceiling on what the claim can be worth, not an award amount. What is paid is what the documented bills come to.

Who is entitled to it

  • You served.
  • An immediate family member of an eligible servicemember may apply.
  • Your discharge is honorable or under honorable conditions.
  • You are in this state.

Not sure whether that describes you?

Answer a few questions about this benefit specifically — we only ask what this one actually depends on, and we stop as soon as we know.

How to claim it

  1. 1Treat it as a fund of last resort, because that is how the department describes it: you are expected to have sought help elsewhere first and to document what you tried. Applying before you have done that wastes the claim.
  2. 2Gather what the department asks for before you start — DD214 or discharge papers, proof of the relationship where a family member applies, valid photo ID or military ID, proof of current residency in this state, leave and earnings statements or proof of total household monthly income, and the current bills themselves, including any eviction, foreclosure or disconnection notice.
  3. 3Eligible expenses are mortgage or rent, utilities, vehicle payments, vehicle insurance and vehicle repairs, food, clothing and basic life needs.
  4. 4Ineligible items are stated just as plainly and are worth reading before you apply: home purchases, credit card bills, legal fees, taxes, cable and internet, and cosmetic procedures.
  5. 5You may file online, email the fillable form, fax it, or post it. Ask for help on the application by phone rather than guessing — the department publishes a line for exactly that.
  6. 6A repair claim needs an estimate, not just an invoice, so get the written estimate before you file.

CorrectionThe fund is widely described as help for deployed families. The department’s own page is broader: honorably discharged VETERANS are named alongside current Guard and reserve members, and the qualifying trigger is documented financial hardship, not a deployment.
Worth knowingVehicle costs are unusually well covered. Payments, insurance AND repairs are all on the eligible list, which is rare — most emergency funds stop at housing and utilities and leave a veteran unable to get to work.
Known gapThe La. R.S. that creates the fund could not be read: legis.la.gov fails DNS resolution from here. Everything above rests on the administering department’s own published pages, which is why this record is tier B rather than A.
Known gapThere is no published income threshold. The department asks for total household monthly income and current bills and decides from them; the test itself is not printed.
