Parking Placard on a VA Certification — With a Self-Certification the Statute Does Not Mention

Iowa may accept a certification of disability from the U.S. Department of Veterans Affairs instead of a statement from a physician for a persons-with-disabilities parking permit. The rule adds a condition the statute leaves out: you must also self-certify, under penalty of perjury, that the VA-certified disability is a LIFELONG disability impairing mobility to the extent §321L.1(8) defines. A rating letter on its own does not carry you across.

The standard removable windshield placard expires on the last day of the month five years from issuance. A temporary placard runs up to six months.
One additional removable windshield placard is issued on request, so a veteran who uses two vehicles does not have to choose.
The permit follows the person, not the vehicle. It is the person with the disability who must be present for the parking privilege to apply.

How to claim it

1Understand what the shortcut is and is not. §321L.2(1) says the department MAY accept a certification of disability from the U.S. Department of Veterans Affairs in lieu of a practitioner's statement. It is a substitution of paperwork, not a separate veterans permit.
2Budget for the second signature, which is the part that catches people. Rule 761—411.2(1)"d" requires an applicant using the VA certification to also self-certify, under penalty of perjury, that the disability the VA certified is a lifelong disability impairing mobility to the extent defined in Iowa Code §321L.1(8).
3That definition is a walking-and-mobility test, not a percentage. A high combined rating built from conditions that do not impair mobility will not satisfy it, and signing that it does is a perjury exposure, not a paperwork risk.
4Ask for the second placard at the same time. The statute directs the department to issue one additional removable windshield placard on request, and asking later means a second application.
5Diarise the renewal. The standard placard expires five years from issuance and may be renewed within thirty days before or after that date on a statement of continuing need.

CorrectionA disabled veteran plate and a parking placard are different things with different tests. The plate route in §321.166(6) turns on the federal government having provided or assisted in providing the vehicle; the placard turns on mobility. Neither one issues the other.
