Who is entitled to it
- You served in the U.S. armed forces.
- You were honorably discharged.
- You have at least one full year of federal active duty.
- You lived in Illinois in the six months before entering service.
- You have been an Illinois resident for fifteen consecutive years since leaving active duty.
- You returned to Illinois within six months of discharge.
- Your home is in Illinois.

How to claim it
- 1Apply to ISAC with a DD Form 214 Member-4 (or equivalent) covering every period of active service.
- 2Allow about twelve weeks for processing. Applying in the week before term starts is how people end up paying and arguing about it later.
- 3If you were discharged with a general or other-than-honorable characterisation solely because of sexual orientation or gender identity, apply anyway — Illinois counts that as honorable for this grant.
